Introduction The Municipality Of Breda, Hereinafter Referred To As The Client, Intends To Tender The Contract For The Implementation Of The Home Insulation Subsidy Scheme 2026 And Beyond. The Service Provider Is Hereinafter Referred To As (Potential) Tenderer Or Contractor. This Tender Is Intended To Offer Parties The Opportunity To Compete For The Award Of The Contract In A Good And Correct Manner. Procedure Tender Through The European Public Procedure In Accordance With The (Amended) Public Procurement Act 2012. Client The Client For This Tender Is The Municipality Of Breda. Assignment The Purpose Of The Assignment Is To Lawfully Assess, Grant Or Reject Subsidy Applications And Further Process Them. It Is Expected That Approximately 8,100 Applications Will Be Submitted, From Which 5,700 Subsidies Can Be Provided. Within This Assignment, The Municipality Assumes Homes With An Energy Label D, E, F Or G Or, If No Energy Label Is Present, At Least Two Poorly Insulated Building Parts. The Home Also Has A Woz Value Lower Than € 426,000 In Reference Year 2022 Or € 493,000 In Reference Year 2024. The Homes Are Owned By Owner-Occupiers. The Exact Number Of Homes That Fall Within These Conditions Is Unknown, But Will Be At Least 9,000 Homes. The Scheme Is Aimed At Four Target Groups: Owner-Occupiers With A Home That Is Part Of An Owners Association (Hereinafter: Vve); Owner-Occupiers With A Ground-Level Owner-Occupied Home; Owner-Occupiers With An Owner-Occupied Home Who Opt For The Do-It-Yourself Approach; Owner-Occupiers Who Fall Into One Of The Above Categories And Who Are Experiencing Energy Poverty. Parcels This Assignment Is Not Clustered Or Divided Into Parcels. There Is No Clustering. The Client Is Of The Opinion That The Work Is So Coherent That The Assignment Can Be Seen As One Logical Whole. This Coherence Does Not Create Unnecessary Restrictions On The Market And Smes Retain Access To Participate In The Tender Procedure. Splitting The Assignment Into Multiple Tenders Or Lots Could Lead To An Increase In Costs And An Unnecessarily Large Burden For The Client And Tenderer. Objective The Purpose Of This Tender Is To Conclude An Agreement For The Implementation Of The Home Insulation Subsidy Scheme 2026 And Beyond By The Municipality Of Breda With A Term Equal To The Term Of The Subsidy Scheme (Initially Until December 31, 2028). This Period Will Be Extended By 6 Months, Being The Period Needed To Complete Received Applications. The Effective Date Of The Agreement Is The Date Of Signing The Agreement.
