Project 100870 - C04770 Administrative Building, Incl. Outdoors . Descriptiona Maintenance Facility For Class 212Cd Submarines Is To Be Established At Haakonsvern Orlogsstasjon (Entreprise E04). The Facility Will Function As The Main Base For 212Cd, Including Necessary Functions For Maintenance And Operation Of The Vessels. The Ministry Of Defense Has Commissioned Forsvarsbygg To Build The New Facilities. The Procurement Is In Accordance With The Law On Public Procurement (Loa) And Regulations On Defense And Security Procurement (Fosa). However, There Is A Need To Protect Important Norwegian Security Interests, And It Has Therefore Been Decided To Make Certain Exceptions To The Provisions Of The Loa And Fosa. The Exceptions Are Authorized In The Eea Agreements Article 123 Letter A. The Exceptions That Are Made Are: - The Procurement Is Not Announced In The Eea Area (Only Voluntary Announcement In Norway). - It Is Required That The Supplier, As Well As All Subcontractors, Must Be Norwegian Companies. - It Is Required That All Persons Who Are To Carry Out Work At Haakonsvern, Or For Other Reasons Must Have Access To Security Graded Information, Must Have Or Be Able To Obtain Norwegian Security Clearance.- In Addition To This, The Need For Security May Entail Certain Restrictions On The Information The Suppliers Can Receive During The Procurement Process. Against This Background, It Is Informed That The Procurement Is Carried Out As A Competition Initiated By So-Called Voluntary Announcement At Doffin.
