Seinäjoki Education Municipalitys Real Estate Services Is Looking For Framework Contract Suppliers To Carry Out Hvac Work For The Duration Of The Framework Agreement In Accordance With The Tender Documents For The Properties Maintained By The Education Municipality. The Procurement Is Divided Into Parts: Part 1) Heating, Water, Drainage And Ventilation Work And Supplies Part 2) Electrical Work And Supplies The Subject Of The Procurement Are The Following Properties: In Seinäjoki, The Properties Are At The Addresses Asuntola Ammattikoulunkatu 5, Törnäväntie 24 And Rastaantival 2. Currently, Part Of The Municipal Corporations Operations Are Also In The Premises Of The Former City-Market In Seinäjoki, Suupohjantie 45. In Ilmajoki Ilmajoentie 525, Ammattikoulunkatu 10 In Lapua And Tuomarniementie 55 In Ähtäri, Where The New Building Will Be Commissioned On 1 December 2025. All Areas Consist Of A Total Of 50 Buildings And Have A Gross Area Of Approx. 85,000 Bm2. The Amount Of Repairs In Hvac Work And Electrical Work Is Estimated To Be A Total Of €100,000 (Vat0%) Per Year. In The Maintenance Of The Properties, There Will Be Emergency Work Repairs That Must Be Done Immediately To Avoid Further Damage Or Danger, As Well As Work That Must Be Done In The Agreed Schedule. The Request For Tender Concerns The Aforementioned Works And Their Management In Accordance With The Clients Mandate. The Contract Resulting From This Tender Procedure Can Also Be Used For Other Repair Or Modification Works If The Parties Agree Separately. The Projects Are Of Different Types In Terms Of Content, Size And Costs. The Goal Of The Procurement Is To Agree On A Partnership-Based Arrangement Of Each Part (Hvac Work And Electrical Work) With Three (3) Framework Contract Suppliers Per Locality (Seinäjoki, Ilmajoki, Lapua, Ähtäri). When It Is A Procurement Of Less Than €30,000, The Order Of Priority Is Followed. All Contractors Selected For Different Locations Are Included In The Simplified Bidding Process For Procurements Over €30,000. The Offeror Must Indicate Which Locations Or Properties The Offer Applies To. Jobs Are Ordered As Hourly Jobs Or Reduced Tenders. Hourly Jobs Follow A Priority Order, In Which Case Jobs Are Offered Po. For The Locality, Primarily For The 1St Ranked Supplier. In The Reduced Tender, The Supplier Who Gave The Cheapest Price Is Selected As The Contractor. All Selected Suppliers Can Participate In The Simplified Competition. Working Hours Are Required From 7:00 A.M. To 4:00 P.M. If The Assignment In Question Requires Overtime Or Sunday Work, The Ordering Of These And The Compensation Caused By Them Must Always Be Agreed With The Ordering Party Before The Work Is Done. The Ordering Party Has No Obligation To Purchase In Quantity. The Framework Agreement Does Not Give The Contractor The Exclusive Right To Produce Works Covered By The Agreement For The Customer. The Customers Worksites Can Be Ordered And Tendered During The Contract Period. Industry Works Also With Separate Procurement Procedures For Individual Projects. Bids Must Be Calculated In Accordance With This Request For Bids And Its Appendices. The Offer Must Include All The Work Required To Carry Out The Delivery. Partial Offers Are Possible By Location. Bid Prices Can Be Given By Locality, I.E. To Those Localities Whose Properties You Want To Submit A Bid For The Annual Hvac Repair Works. The Municipalities Are Seinäjoki, Ilmajoki, Lapua And Ähtäri. The Offers Are Compared By Locality And Operators Are Selected By Locality. The Offered Hourly Price Includes The Direct Work To Be Done At The Site, The Providers Indirect Costs, Work Management Tasks, The Costs Of Travel And Per Diems, The Necessary Protective Equipment, Equipment, Basic Tools And Racks For Short-Term Needs. Longer-Term Scaffolding Needs Are Agreed Separately. Travel Time May Be Invoiced For A Maximum Of 1 Hour/Day Or According To The Actual Time, If The Travel Time Is Less Than An Hour. As A Purchaser Of Construction Services, Seinäjokis Educational Association Is Subject To Reversed Tax Liability. The Duration Of The Contract Is Two (2) Years. The Intended Start Date Of The Contract Period Is January 1, 2026, Continuing Until December 31, 2027. If The Start Of The Contract Period Is Delayed, For Example Due To An Appeal, The Contract Period Will Only Start When The Matter Has Been Resolved. After The Fixed Contract Period, It Is Possible To Extend The Contract With One (1) + One (1) Option Year. Separate Decisions On The Use Of Options Are Made No Later Than Four Months Before The End Of The Contract. The Prices Must Be Fixed Until The End Of The Actual Contract Period Until 31 December 2027. Prices Can Be Negotiated In Connection With The Introduction Of Possible Option Years.
