This Request For Proposals (The “Rfp”) Is An Invitation By The City Of St. Albert (The “City”) Toprospective Proponents To Submit Proposals For A Paratransit Trip Provider To Accessrestrictive Locations As Further Described In Section A Of The Rfp Particulars (Appendix B) (The“Deliverables”).St. Albert Transit Handibus Service Is A Paratransit Service That Provides Vital Transportation Toresidents Of St. Albert Who Are Unable To Utilize Conventional Transit Due To Physical Or Cognitivedisabilities. The Fleet Consists Of 7 Paratransit Vehicles - 6 Are 24-Foot Ramp-Style Buses, And Oneslightly Smaller At 21 Feet. The Size Of The Vehicles In The Current Fleet Can Service Most Pickupand Drop Off Locations, However, Certain Properties Are Not Accessible Due To Current Fleetvehicles Not Being Able To Approach The Entrance, Perform A Three-Point Turn, And Safely Exit Thepremises. See Appendix D Pick-Up/Drop Off Example The City Is Initiating A Two-Year Pilotproject To Contract A Transportation Provider That Can Service These Inaccessible Properties Usingsmaller, Wheelchair-Accessible Minivans. The City Will Evaluate The Service’S Cost, Reliability,Quality Standards, And Demand, And Will Present The Findings To City Council To Determine Theprogram’S Future.The Proponent Will Be Providing Prebooked Paratransit Trips Where St. Albert Transit Handibusservices Cannot Be Utilized Due To Physical Restrictions At A Location. The Trips Provided Will Beonly Within The City Of St. Albert Boundaries. See Appendix E The Service Shall Not Be Utilizedfor Intermunicipal Trips Between St. Albert And Edmonton
