Climate Change Adptation Plan And Climate Change Mitigation Plan . Environmental Planning And Control Special Studies And Analysis Area Resource Development [Regional Planning] The Local Government Is Seeking Proposals From Qualified Consulting Teams To Update Two Key Strategic Documents: Its Climate Change Adaptation Plan And The Energy And Emissions (Mitigation) Plan. These Plans Will Guide How The Local Government Prepares For Climate Impacts, Reduces Greenhouse Gas Emissions, Protects Critical Infrastructure, And Supports A Healthy, Resilient, And Affordable Future For Residents. The Local Government Wishes For The Two Plans To Remain Separate Documents (I.E., Not Combined Into One Larger Climate Plan) But Recognizes The Advantage And Efficiencies Of Engaging A Single Consultant Team With The Expertise To Advance Both Processes In A Coordinated Manner. The Local Government Has Been Proactively Addressing Climate Change For Several Decades. In 2019-2020, The Local Government Completed A Current Climate Change Risk And Vulnerability Assessment And Adaptation Plan, Which Was Adopted By City Council In Early 2020. In 2021, Council Adopted The Current Community Energy And Emissions Plan And The Corporate Energy And Emissions Plan - Both Which Received A Small Update In 2022. Council Also Declared A Climate Emergency In 2023. Since Then, Local Governance Reform, Updated Population Forecasts, And New Climate Science Have Created The Need For Refreshed Plans. In Addition, Best Practice (And Provincial Requirements) Recommends Updating Climate Adaptation Plans Every Five Years To Ensure They Reflect Evolving Risks And Operational Realities And Conducting Third-Party Verification Of Greenhouse Gas (Ghg) Inventories Every Three Years To Maintain Accuracy And Credibility. The Local Government Also Wishes To Celebrate The Achievements Of The Current Plans While Realig Ning Future Actions To Reflect What The Municipality Can Directly Control Or Influence Rather Than What Is Outside Of Its Jurisdiction. The Local Government Is Seeking A Consultant Team That Can Deliver Two Practical And Community-Focused Plans. The Updated Documents Should Focus On Creating A More Vibrant And Liveable Community, They Should Incorporate Equity And Reconciliation Consideration, Reduce Risk To Our Assets, And Provide Meaningful Performance Indicators Beyond Ghg Emissions To Support Ongoing Monitoring, Reporting And Decision-Making.
