Consulting Services For Hazard / Climate Risk & Vulnerability Assessments, Plus Climate Readiness Rfqual . The Regional District Of Central Okanagan (The “District”) Has An Objective To Complete Multiple Deliverables Related To The Following 3 Elements, By June 30Th2026: A Regional Hazard Risk And Vulnerability Assessment (Hrva) A Regional Climate Risk Vulnerability Assessment (Crva) A Regional Climate Readiness Plan Several Objectives And Deliverables Across All 3 Elements Must Be Completed Prior To The Above-Mentioned Date And Within A Maximum Grant-Funded Budget Of $250,000 (Excluding Gst). Rather Than Prescribe In Detail How The Above-Mentioned Elements Are To Be Delivered, The District Will Use This Request For Pre-Qualifications (Rfqual) Process To Select The Most Suitable Consulting Organizations To Deliver These Elements, Based On Factors Including Respondent Experience And Team Expertise. The District Will Then Work With The Pre-Qualified Organizations, In Ranked Order, To Mutually Agree Scope/Timeline/Fees Of Assignments On How To Best Deliver On The District’S Objectives. Further Details On The 3 Elements, Objectives, And Potential Assignments Sought By The District Are Detailed Further In Part A Of This Rfqual. The Following Provides A Summary Of How This Rfqual Process Will Work: As An Outcome From This Rfqual, The District Will Shortlist Up To 2 Respondents That Will Then Become The District’S ‘Pre-Qualified Organizations’ For The Provision Of Consulting Services Related To Hrvas, Crvas, And Climate Readiness Planning. This Pre-Qualification Will Be Valid For A Period Of Three Years From The Closing Date Of This Rfqual. The Pre-Qualified Organizations Will Be Ranked In Order From 1Stto 2Nd(With The 1St-Ranked Organization Being The Highest, And The 2Nd-Ranked Organization Being The Lowest) According To Their Total Weighted Scores From The Rfqual Evaluation. For All Future Professional Consulting Service Assignments Required In Support Of The District’S Hrva, Crva, And Climate Readiness Plan Efforts, Including Any Related Analysis, Plans Or Assignments Which May Not Be Specifically Identified In This Rfqual (Collectively Referred To Herein As The “Assignments”), The District May At Its Sole Option Either: Provide A Right Of First Refusal To The Pre-Qualified Organizations, In Order From 1St-Ranked To 2Ndranked*, For The Direct Award Of A Contract Of Any Value For The Assignment; Or Invite The Pre-Qualified Organizations To Participate In A ‘By-Invitation’ Only 2Nd-Stage Rfp Process For The Specific Assignment; Or Conduct A Public-Request For Proposals Process Open To Both Pre-Qualified Organizations And Non-Pre-Qualified Organizations, Where The Specifics Of The Assignment Warrant A Further Public Process At The Sole Discretion Of The District. *Right Of First Refusal Will First Be Offered To The 1St-Ranked Organization. If The 1St-Ranked Organization Does Not Have Capacity To Take-On The Assignment Or The Parties Cannot Come To A Mutual Agreement Regarding The Assignment, Then The District May Then At Its Sole Option Offer A Right Of First Refusal To The 2Nd-Ranked Organization.
