General Procurement Notice for Acquisition of Goods, Works and Related Services and Consultant Services The project will include the following components: The construction work on the wastewater treatment plant consists of: The detailed design studies (civil engineering and equipment) The construction work for all the works of the pumped storage plant (two reservoirs with a capacity of 3 hm3, a completely underground hydraulic circuit of ~ 1km in length, an underground plant equipped with two 181 MW pump-turbines, access tunnels, access roads of approximately 10 km and a 400 kV evacuation substation) The supply, installation and commissioning tests of all the equipment for the wastewater treatment plant. The acquisition of this component will be done through an international tender process, in two stages (01 lot) preceded by prequalification. The works to connect the pumped storage power plant to the 400 kV network consist of bringing down one circuit of the 400 kV Oualili-Bourdim line to the El Menzel pumped storage power plant substation by means of the construction of a 400 kV line with two circuits of approximately 30 km in length. The acquisition of this component will be done through an international tender process. The consulting firm service for the supervision of the works which consists of technical assistance to ONEE-BE during the period of construction of the STEP (approval of studies/execution plans, monitoring and control of works, acceptance tests, commissioning tests, ). The acquisition of this component will be carried out in accordance with the Quality and Cost-Based Selection (QCBS) method/international shortlist. The recruitment of an independent international expert for the review of the safety of the wastewater treatment plant basins. The acquisition of this component will be done in accordance with the Individual Consultant Selection/International Shortlist method. Procurement financed by the Islamic Development Bank will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Financed Projects (current edition) and are open to all eligible bidders, as defined in those Guidelines. Procurement of consulting services will be carried out in accordance with the Guidelines for the Procurement of Consulting Services under Islamic Development Bank Financed Projects (current edition).
