The Torso Of The Unfinished And Currently Unusable Congress Hall Was Built Between 1935 And 1939 (Construction Was Discontinued) And Is One Of The Largest Structural Legacies Of The Nazi Dictatorship. After The Pollutant Remediation Has Been Completed (Not The Subject Of This Procedure), Measures Should Be Implemented To Enable Later Expansion. The Aim Of The Sub-Project Of Fundamental Usability And Substance Preservation Is To Upgrade The Shell And Create A Tight Building Envelope.
