Expression of Interest for Consulting Firm for Completion of the Feasibility Study (FS), Preparation of Detailed Engineering Designs (DEDs) for Rural Road Infrastructure and Construction Supervision (SP4) The consulting services (the Services) include providing technical assistance to the Ministry of Rural Development (MRD), specifically to the Project Management Unit (PMU) and the Project Implementation Units (PIUs), to support the completion of FS, preparation of DEDs and provision of construction supervision. These will include: The completion of FS for the 32 shortlisted rural roads with a total length of approximately 360 km. The tasks will include (i) conducting rapid reconnaissance surveys of the existing alignment for each subproject; (ii) identifying existing road condition and present proposals for its improvement and rehabilitation; (iii) conducting preliminary and detailed survey including all topographic, geological, geotechnical, hydrological and other surveys; (iv) identifying the soil types along the road and determine their engineering classification or equivalent strengthening values; (v) conducting topographic surveys showing horizontal and vertical alignment of the proposed roads; (vi) collecting information about hydrology for all cross drainage works and bridges; (vii) identifying the environmental and social risks and impacts, including gender aspects, for each subproject, (viii) conducting climate vulnerability and risk assessment; and (ix) undertaking economic cost-benefit analysis (CBA) for each subproject. The preparation of DEDs for the selected roads, using best practices and innovative solutions, when applicable. The detailed designs are to be prepared using prevailing practices, manuals, codes and other techni cal documents that have been developed for use in Cambodia as well as incorporating best practices and lessons learned from other externally funded projects under MRD. The tasks will include (i) conducting satisfactory environmental and social safeguard due diligence to identify potential impacts of the selected roads; (ii) preparing the DEDs for the selected rural roads; (iii) preparing Bills of Quantities and cost esti mates, and (v) and producing the bidding documents. Assistance will also be provided during the initial procurement process. The provision of effective Construction Supervision for the civil works contracts for all selected rural roads to ensure timely delivery of the road and structural works according to the prescribed detailed de - signs and technical specifications, ensuring good design and construction quality standards, and addressing social and environmental issues, avoiding time and cost overruns, carefully avoiding disputes and underperformance, and providing professional advice and support the employer to effectively manage the civil works. This will include (i) professionally managing the contracts to ensure high quality of works complying with the technical drawings and specifications and conditions of the contracts including management of social and environmental issues; (ii) infusing the latest construction technology, contract man agement and rural roads best practices in the project including road safety and climate resilience; (iii) pre paring relevant documentation and provide the same to the relevant authorities; (iv) building the capacity and knowledge base of the local contractors, PIU and PMU staff through the delivery of capacity building trainings; and (v) carefully avoiding risks to the employer such as cost over-runs, and additional liabilities.
