Tenders are invited for Consultancy Aims to Design and Facilitate a Participatory Strategic Planning Process Leading to a Five-Year Strategy 2. Objective The consultancy aims to design and facilitate a participatory strategic planning process leading to a five-year strategy for MEND. The process will involve internal reflection, stakeholder consultation, and adaptive planning to ensure the strategy is both ambitious and realistic. The consultant will: - Guide MEND in assessing its current position, opportunities, and challenges. - Facilitate consultations with staff, Board, and some external stakeholders. - Improve and update MENDs mission and vision statements. - Highlight key challenges and propose adaptive strategies. - Develop a clear, actionable strategy with measurable objectives and priorities. 3. Scope of Work The consultant is expected to: 1. Preparatory Work - Conduct a desk review of MENDs existing documents, past strategies, reports, and relevant external resources. 2. Consultations & Facilitation - Conduct meetings with staff and Board members. - Facilitate focus groups or interviews with key stakeholders - Ensure an inclusive process that captures diverse perspectives. 3. Strategic Analysis - Conduct organizational SWOT analysis. - Analyze the external political, social, and economic context. - Identify global and regional trends affecting MENDs work (e.g., WPS, Youth, Peace & Security, SDGs, civic space). 4. Strategy Development - Improve and update the mission and vision statements. - Develop/refresh MENDs Theory of Change. - Define strategic priorities and objectives for the next five years. - Propose adaptive methodologies to address identified challenges. - Provide a resource mobilization and sustainability framework. - Develop a risk assessment and mitigation plan. 5. Action Plan & MEL Framework - Provide a clear five-year action plan with milestones. - Suggest a monitoring, evaluation, and learning (MEL) framework to track progress. 4. Deliverables 1. Inception Report including methodology, work plan, and consultation plan. 2. Workshop Reports summaries of staff, Board, and stakeholder consultations. 3. Draft Strategy Document with mission, vision, strategic priorities, objectives, risk analysis, and MEL framework. 4. Final Five-Year Strategy (20262030) incorporating feedback from MEND. 5. Presentation Session to present and discuss the final strategy with staff and Board. 5.
