Expression of Interest for Impact Evaluation - Accessibility and Relevance of Ag Extension for Female Farmers in Ethiopia Ethiopias public extension system offers extensive agricultural information and training, but remote rural smallholdersespecially womenstill struggle to access up-to-date knowledge. The 8028 Farmer Hotline, launched in 2014 by the Agricultural Transformation Institute (ATI) and partners, is an Interactive Voice Response and SMS platform providing tailored agronomic advice. Despite its reach, only about 20% of callers are women. Expanding womens access to the Hotline could help close the gender gap in agricultural extension and improve their outcomes. Innovative solutions are needed to better reach women farmers. The World Banks Africa Gender Innovation Lab (GIL) has partnered with the ATI to implement three distinct studies in Ethiopia to improve the accessibility and relevance of the Hotline to female farmers. Study 1: To address womens limited phone access, the study will test incentives for men to share their phones. Study 2: To overcome market and institutional barriers, the study will test if monetary incentives encourage women to call the Hotline. Study 3: The study will test if women are more likely to use the Hotline when content is tailored to their needs. The World Bank research team seeks a survey firm to conduct a screening survey of female farmers who have used the Hotline once in the past year, and male farmers who have used it at least once. The survey will take about 10-20 minutes depending on whether the respondent screens into the study or not. The firm will be responsible for Activity 1: Planning data collection procedures. Activity 2: Translating, testing, and formatting the electronic questionnaire in Amharic, Oromiffa, Sidamigna, Somali, Tigrigna, and Wolaytigna. Activity 3: Preparing and delivering enumerator training and materials. Activity 4: Recruiting, contracting, and paying experienced enumerators and supervisors (with research team approval). Activity 5: Implementing the survey using tablets and providing logistical support. Implementation: (a) Small-scale screening of one-time callers (Target: 500; actual: 625 with 20% attrition). (b) Main screening of one-time callers (Target: up to 20,000; to reach 3,900 female farmers, accounting for attrition). (c) Main screening of men who called two or more times (Target: 1,250; actual: 1,563 with attrition) (d) verification calls Activity 6: deliverables include: (a) continuous updates on caller numbers per study, (b) raw and cleaned datasets, (c) updated phone lists for enrolled respondents.
