Contract Award For Services For Ensuring The Flow Of Reactive Electric Energy Services For Providing The Flow Of Reactive Electric Energy In Accordance With Article 64 Of The Constitution Of Ukraine, In Conditions Of Martial Law Or A State Of Emergency, Separate Restrictions On Rights And Freedoms May Be Temporarily Established With A Mandatory Indication Of The Period Of Validity Of These Restrictions. Article 4 Of Decree No. 64 Of The Cabinet Of Ministers Of Ukraine Urgently Decrees: 1) To Put Into Effect A Plan For Introducing And Ensuring Measures Of The Legal Regime Of Martial Law In Ukraine; 2) To Provide Funding And Take Other Measures Within The Limits Of Authority Related To The Introduction Of The Legal Regime Of Martial Law On The Territory Of Ukraine. Article 121 Of The Law Of Ukraine On The Legal Regime Of Martial Law Provides That The Cabinet Of Ministers Of Ukraine In The Event Of The Introduction Of Martial Law In Ukraine Or Some Of Its Localities: 1) Works In Accordance With The Regulations Of The Cabinet Of Ministers Of Ukraine Under Martial Law Conditions; 2) Develops And Implements A Plan For The Introduction And Provision Of Measures Of Legal Martial Law The Martial Law Regime In Certain Areas Of Ukraine, Taking Into Account The Threats And Specifics Of The Specific Situation That Has Developed. According To The Seventh Paragraph Of Paragraph 5 Of Part 1 Of Article 20 Of The Law Of Ukraine Dated 27.02.2014 No. 794 On The Cabinet Of Ministers Of Ukraine, The Cabinet Of Ministers Of Ukraine Manages The Unified System Of Civil Defense Of Ukraine, Mobilization Preparation Of The National Economy And Its Transfer To The Mode Of Operation In Conditions Of A State Of Emergency Or Martial Law. In Order To Urgently Ensure The Measures Of The Legal Regime Of Martial Law, Which Includes Public Procurement, Part 37 Of Chapter X Final And Transitional Provisions Of The Law Establishes That During The Period Of The Legal Regime Of Martial Law In Ukraine And Within 90 Days From The Date Of Its Termination Or Cancellation, The Specifics Of The Procurement Of Goods, Works And Services For Customers Provided For By This Law Shall Be Determined By The Cabinet Of Ministers Of Ukraine, Ensuring The Protection Of Such Customers From Military Threats. In Order To Implement This Provision Of The Law, The Government Adopted Special Features. The Special Provisions Provide A Basis For Procurement Under Para. 5 Clause 13: The Purchase By Customers Of Goods And Services (Except Services For Ongoing Repairs) The Cost Of Which Is Or Exceeds 100,000 Hryvnias, Services For Ongoing Repairs, The Cost Of Which Is Or Exceeds 200,000 Hryvnias, Works, The Cost Of Which Is Or Exceeds 1.5 Million Hryvnias, May Be Carried Out Without The Use Of Open Auctions And/Or An Electronic Catalog For The Purchase Of Goods In The Event That Works, Goods Or Services Can Be Performed, Delivered Or Provided Exclusively By A Certain Entity Management In One Of These Cases, Namely: The Absence Of Competition For Technical Reasons, Which Must Be Documented By The Customer. The Volume Of Procurement Is Determined On The Basis Of Annual Planning, As Well As Taking Into Account The Needs Of The Customer For The Period From 01.01.2026. Until 31.12.2026 In The Amount Of 200,000 Kva*Hours At The Addresses Place Of Provision Of Services: - Myko
