INTRODUCTION The Ubima Marginal Field, located in the north-western part of SPDCs OML-17 in the Eastern Niger Delta, was discovered in 1965 and lies approximately 40 km north of Port Harcourt. All Grace Energy Limited (AGEL) holds 100% participating interest and serves as the fields designated operator. AGEL invites reputable, competent, experienced, and duly registered Nigerian oil and gas contractors to submit technical and commercial proposals for Drilling Waste Management Services. Services must comply with Nigerian laws, environmental regulations, HSSE requirements, Nigerian Content obligations, and procurement guidelines. 2. SCOPE OF WORK The contractor shall provide all materials, labour, certified equipment and logistics required for the safe collection, containment, transport, treatment and disposal of drilling waste, including WBM/SOBM cuttings, brine, oily wastewater, contaminated sand and deck runoff. The contractor shall supply skips, transfer trucks, closed cuttings transfer systems, dewatering equipment, treatment chemicals, laboratories, incinerators and thermal desorption units, all certified by NUPRC. Treated waste shall be analysed, documented and reported in line with EGASPIN and NUPRC requirements. Secondary waste shall be transferred to an engineered landfill, while drill-site and camp-site remediation shall restore affected areas to their natural condition. MANDATORY PRE-QUALIFICATION REQUIREMENTS Interested contractors shall submit verifiable evidence of the following: Certificate of Incorporation issued by the Corporate Affairs Commission; Current Tax Clearance Certificate; VAT registration and evidence of statutory remittances, where applicable; Valid Nigerian Upstream Petroleum Regulatory Commission Oil and Gas Industry Service Permit (NUPRC OGISP) covering relevant waste management, drilling support, environmental or related services; Applicable environmental/waste handling permits, approvals or evidence of access to approved treatment and disposal facilities; Nigerian Content Development and Monitoring Board registration/NOGIC JQS status and applicable Nigerian Content documentation; Evidence of relevant drilling waste management experience in Nigerian oil and gas operations; Equipment ownership or lease arrangements; Qualified personnel and organogram; Audited financial statements or evidence of financial capacity; HSSE policy, Quality Management System, Environmental Management Plan, emergency response plan, and records of incident statistics for the last three years. 4. TENDER SUBMISSION INSTRUCTIONS Applicants shall submit separate enclosed technical and commercial proposals. 1. Must be in English Language and signed by an official authorised by the bidder. 2. The technical proposal shall include company profile, relevant experience, methodology and execution plan, equipment list, personnel CVs, waste management and environmental compliance plan, HSSE plan, permits/licences, Nigerian Content plan, project schedule, references and any other supporting documents. 3. The commercial proposal shall include a priced schedule of rates (using the commercial template as indicated in section 2), currency in NAIRA, exclusions, payment terms, validity period and applicable taxes. 4. EVALUATION CRITERIA Proposals will be evaluated on responsiveness to the tender requirements, technical competence, relevant Nigerian oil and gas experience, regulatory compliance, HSSE performance, environmental management capability, availability and suitability of equipment, personnel competence, financial capacity, Nigerian Content compliance, work methodology, delivery assurance and commercial competitiveness.
