Tenders Are Invited For Consultancy Task For The Assessment, Development And Formulation Of Pwwsds Five-Year Strategic Plan (20272031). Service Location: Ramallah 1. About Pwwsd: Established In 1981, The Palestinian Working Woman Society For Development (Pwwsd) Is A Non-Governmental WomenS, Developmental, And Learning Human Rights Organization That Contributes To Developing Feminist Struggle Within National, Social, And Developmental Dimensions. The Organization Believes That Liberating Women Is Connected Directly With Ending The Occupation And Establishing A Full Palestinian Democratic Sovereign Civil State. Pwwsd Is Active All-Over West Bank Including East Jerusalem, And The Gaza Strip, And Is An Active Member In Several Local, Regional, And Global Networks And Coalitions. Palestinian Working Woman Society For Development (Pwwsd) Aims For A Free And Democratic Palestinian Society Based On Gender Equality, Respect For Human Rights, And Social Justice. The Organization Promotes WomenS Empowerment, WomenS Participation In The National Struggle Against The Occupation, WomenS Contribution To The Development Processes, The Entitlement Of Women To Political, Economic, And Civic Rights, WomenS Access To Justice, And Their Right To A Life Free Of Violence. This Strategic Planning Process Takes Place Within A Demanding Operating Environment: Continued Access And Mobility Constraints Affecting Programming In Gaza And Parts Of The West Bank, An Evolving Donor Funding Landscape, And The 2026 Palestinian Local Elections Cycle, All Of Which Have Direct Implications For Pwwsds Institutional Priorities, Resource Mobilization Strategy, And Program Continuity Over 20272031. The Consultant Is Expected To Take This Context Explicitly Into Account Throughout The Assignment. 2. Purpose Of Assignment: Pwwsd Is Soliciting An Experienced Individual Consultant To Conduct The Task For The Assessment, Advancement And Creation Of The 5Yrs Strategic Plan For Pwwsd For The Years 2027-2031 , With A Focus On The Feminist Perspective Review And To Conduct A Quick Review Of Relevant Policies, For Example, Policy Against Sexual Harassment, Equality Policy, Anti-Corruption Policy, Transparency Policy, Etc. And To Developing Monitoring And Evaluation Matrix And Implementation Plan That Linked To Sp(2021-2026). The Strategic Plan Shall Be Based On A Transformative Feminist Framework That Integrates Feminist Institutional Transformation, Political Economy Analysis, Decolonial Approaches, Resilience, Localization, Sustainability, And Adaptive Management, Ensuring That Pwwsd Remains A Leading Feminist Movement-Building Organization Under Conditions Of Occupation, Protracted Conflict, Shrinking Civic Space, And Humanitarian Crises. The Strategic Plan (20272031) Should Be Developed In Alignment With Relevant National, Regional, And International Normative Frameworks And Commitments Related To Womens Rights, Gender Equality, And Sustainable Development, Including But Not Limited To: The Convention On The Elimination Of All Forms Of Discrimination Against Women (Cedaw); United Nations Security Council Resolution 1325 On Women, Peace And Security (Wps) And Its Subsequent Resolutions; The Sustainable Development Goals (Sdgs), Particularly Sdg 5 On Gender Equality; The Palestinian National Policy Agenda And Other Relevant National Development Frameworks. The Consultant Shall Ensure That These Frameworks Are Appropriately Reflected In The Strategic Objectives, Theory Of Change, Results Framework, Indicators, Policies, And Implementation Arrangements Of The Strategic Plan. 3. Consultant Tasks: Assist Pwwsd In Analysing Its Current Status Within The Sector, The Analysis Will Use The Proposed Tools In Developing Strategies. Review And Evaluate The Semi-Annual And Annual Reports And Strategic Plans Of Pwwsd And Using Them For Upgrading And Development Purposes. Pwwsd Will Provide Soft Copies Of The Reports And The Last Updated Strategic Plans And Any Other Document That May Be Required By The Consultant. And To Use The Achievements And Lessons Learned From The 20212026 Strategic Plan For Upgrading The New Sp. Organize And Facilitate Individual, Bilateral, And Multilateral Meetings With Pwwsd Relevant Staff/Board/Stakeholders /Beneficiaries As Needed (Number Of Consultations Specified With Staff, Board Members, And Beneficiaries Across West Bank, Jerusalem, And Gaza Will Be Determined Based On Needs And Can Be Set In The Technical Offer, The Number Can Be Suggested And Approved With Consultant After Selection).Given Access Constraints, Gaza-Based Stakeholders Will Be Consulted Via Remote/Virtual Platforms. Design And Facilitate The Strategic Visioning Workshop(S) For The Pwwsd Team And With Representatives From The Board And General Assembly And Those That Will Be Organized With The Partners On An Individual, Bilateral Or Multilateral Basis, Developing And Preparing The Needed Presentations, And Taking Notes To Document The Workshops And Meetings And Including Them In The Final Form Of The Strategy. Support Dialogue With Relevant Development-Sector Actors To Identify Points Of Intersection And Linkage To Achieving The Goals In The Strategy. Ensure The Integration Of The Sdgs, Particularly Sdg#5 And Link Them To Other Goals Of The Cross-Sector. Ensure Alignment With Relevant National, Regional, And International Normative Frameworks And Commitments Related To Womens Rights, And Gender Equality, Such As Cedaw, 1325, And The Palestinian National Policy Agenda, Highlight And Ensure The Integration Of The Gender Empowerment Issue In The Strategy Document, Taking Into Consideration The Previous Work On The Sector And The Use Of Other Documents In This Regard. Facilitate The Formulation Of Pwwsds Vision, Strategic Objectives, Theory Of Change, Policies, And Results In A Professional Way Using Effective Tools. And The Tasks Expected To Include Organizational Capacity Assessment, External Environment Analysis, Stakeholder Mapping, And Institutional Risk Assessment. Assist Pwwsd In Developing And Formulating Performance Indicators That Are Appropriate To The Results/Outputs And Help In Measuring The Progress And Impact. The Consultant Will Report To And Receive Substantive Guidance From Pwwsds Executive Director/Programs Manager, In Coordination With The Strategic Planning Focal Point/Committee Designated By The Board. All Deliverables Listed In Section 5 Require Written Approval From This Focal Point Prior To Being Considered Final And Prior To The Release Of Associated Payments Under Section 8. Pwwsd Will Designate A Single Logistics/Administrative Focal Point To Support Meeting Scheduling, Document Sharing, And Workshop Arrangements. Present The Draft Strategic Framework To The Board/General Assembly For Validation Prior To Finalization. Finalize The Strategy In Its Required Final Form Per This Tor, Incorporating All Pwwsd Comments And Feedback Prior To Submission, And Design The M&E Matrix And Implementation Plan Linked To The Strategic Plan. Conduct A Comprehensive Analysis Of The Political, Economic, Social, And Institutional Context, Applying Strategic Methodologies To Develop Future Scenarios, Assess Emergency Risks, And Propose Adaptive Strategies To Strengthen Pwwsds Resilience And Long-Term Positioning. Facilitate The Development Of A Transformative Feminist Theory Of Change That Clearly Articulates The Pathways For Social, Political, Economic, And Institutional Transformation, Ensuring Alignment With Pwwsds Vision, Mission, And Strategic Priorities. Strengthen The Organizational Analysis By Applying Mandatory Strategic Assessment Tools, Including Swot Analysis, Stakeholder Analysis, Power Analysis, Organizational Capacity Assessment, And A Feminist Organizational Assessment, To Inform Strategic Decision-Making. Develop A Comprehensive Institutional Sustainability Strategy Covering Financial Sustainability, Strategic Partnerships, Local Resource Mobilization, Institutional Resource Development, Organizational Resilience, And Other Mechanisms To Ensure Pwwsds Long-Term Sustainability. Develop A Policy And Influence Framework That Defines Pwwsds Advocacy Priorities, Identifies Key Decision-Makers And Stakeholders, Maps Pathways Of Influence, And Establishes Indicators To Measure Policy And Systemic Change. Design An Advocacy And Policy Influence Strategy That Outlines Evidence-Based Advocacy Approaches, Engagement Mechanisms With Decision-Makers, Coalition-Building Opportunities, And Monitoring Indicators To Track Advocacy Outcomes And Policy Impact. Develop A Digital Transformation Strategy That Integrates Digital Innovation, Artificial Intelligence (Ai), Cybersecurity, Knowledge Management, And Digital Governance To Enhance Organizational Effectiveness, Program Delivery, And Institutional Resilience. Any Other Related Tasks That May Be Required To Complete The Mission In An Efficient And Effective Way That May Enhance The Results Within The Time Frame. 4.
