Tenders are Invited for Implementation of the National Climate Entrepreneur Accelerator Programme (N-CEAP) under the Climate Technopreneurship Programme, Philippines. Description : GGGI Philippines is inviting eligible consulting firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: GGGI, in collaboration with the Korea Development Bank (KDB), is implementing the Green Climate Fund (GCF)-approved programme "The Collaborative R&DB Programme for Promoting the Innovation of Climate Technopreneurship" (FP240, hereinafter the Programme). The Programme aims to strengthen climate technology entrepreneurship and innovation ecosystems across five Southeast Asian countries: Cambodia, Lao PDR, Indonesia, the Philippines, and Viet Nam. The Programme comprises four interconnected components: Component 1: Country-Driven Acceleration Readiness (National Climate Entrepreneur Accelerator Programme N-CEAP) Component 2: Global Acceleration (Regional platform for high-performing startups) Component 3: Climate Technopreneurship Fund (USD 200 million investment facility) Component 4: Technical Assistance (Ecosystem strengthening and policy support) Within the Philippines, GGGI leads the implementation of Component 1 through the National Sustainability Management Unit (N-SMU). Component 1 focuses on establishing and operating the National Climate Entrepreneur Accelerator Programme (N-CEAP), a structured acceleration-readiness programme designed to strengthen the capacity of Philippine-based climate technology startups and prepare them for investment and scaling opportunities. The N-CEAP aims to: Build the investment readiness and implementation capacity of climate technology startups in the Philippines across various stages of maturity Create a pipeline of High-Scoring Candidates (HSCs) eligible for progression to Component 2 (Global Acceleration) and potential investment from the Climate Technopreneurship Fund (Component 3) Strengthen the Philippine climate entrepreneurship ecosystem through capacity building, mentorship, and network development Integrate gender equality and social inclusion (GESI) principles and climate impact measurement into startup development Support the development of at least 30% investment-ready companies per cohort, contributing to programme-wide targets of supporting approximately 40 portfolio companies across the region Programme Context: The Programme operates within a context where Southeast Asian countries are highly vulnerable to climate change while also experiencing carbon-intensive growth. The N-CEAP addresses the nascent state of climate technology incubation and acceleration ecosystems in the Philippines by providing structured, staged support that bridges the gap between early-stage innovation and investment readiness. The Programme targets seven priority climate technology groups: 1. Renewable energy and energy storage 2. Energy efficiency and management 3. Low-carbon mobility and transportation 4. Sustainable agriculture and food systems 5. Water management and sanitation 6. Waste management and circular economy 7. Nature-based solutions and climate adaptation Expected Impacts: Component 1 implementation in the Philippines is expected to contribute to programme-wide targets of: 1.6 million tons of GHG emissions avoided 2.3 million direct and indirect beneficiaries reached Strengthened national innovation systems and climate entrepreneurship ecosystems Enhanced capacity of national institutions to support climate technology commercialization ASSIGNMENT OBJECTIVE: The purpose of this assignment is to engage a competent and experienced consulting firm or consortium of firms to serve as the Implementing Firm for Component 1 of the Climate Technopreneurship Programme in the Philippines. The selected firm shall support the implementation of the N-CEAP across its full cycle including programme design adaptation, participant sourcing and selection, acceleration delivery, mentorship coordination, investment readiness assessment, and ecosystem engagement under the leadership, direction, and oversight of GGGIs N-SMU. All activities will be carried out under GGGIs guidance, with final decision-making and overall responsibility retained by GGGI. For further details on the Scope of Work, please refer to the Terms of Reference available under the published Document Set IMPORTANT TIMELINES: The tender submission deadline is 7 September 2026, 16:00 KST (Korean Standard Time) / 7:00 am GMT. Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
