Project Name Clean drinking water for Afghanistan
Project Detail Many Afghans do not have access to drinking water straight from the tap. Only one in three households in the capital Kabul and one in five households in provincial towns are connected to the often decaying public supply system. In rural areas, many Afghans obtain water from public wells, rivers and streams or water tanks. These scarce resources are often polluted. As a result, children in particular fall ill with cholera and diarrhoea. The water sector is still inadequately managed because there is a lack of well-trained staff.

Objective
Afghan institutions operate a sustainable water supply and wastewater disposal facilities.

Approach
Between 2008 and 2018, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is helping Afghanistan to establish an efficient urban water supply and wastewater disposal facilities. The local water sector is being decentralised. Pilot projects form the basis of a national wastewater policy. In collaboration with KfW Entwicklungsbank, GIZ is assisting in establishing local water system operators and in operating an efficient infrastructure. GIZ is also building local urban wastewater disposal facilities.

Decision-makers in the water sector are a key target group. GIZ trains experts at local, regional and central level so they can implement strategies for the sustainable protection and administration of water resources.

Awareness of the value of clean water is also being raised among the population. GIZ supports campaigns on hygiene and water use.

Measures are also being developed for the cross-border management of water resources in order to prevent tension arising between Afghanistan and neighbouring countries. Pilot plants are being set up to protect the groundwater.

Finally, staff at the Ministry of Energy and Water are being trained to draw up a national water master plan.

Results achieved so far
GIZ has supported the ministries that deal with the subject of water on decisions relating to water policy, on drafting a water law and on preparing to set up regional river authorities.

In 2007, Afghanistan’s public water utility company was replaced by a commercial enterprise whose sole shareholder is the Afghan state. The new Afghan Urban Water Supply and Sewerage Company (AUWSSC) began operating in 2009 and has received support from GIZ since then. GIZ advises the water supply company and trains its staff. A working group for the cross-border management of water resources has been set up at national level.
