Competition over the exploitation of natural resources causes intercommunity tensions, at risk of being exploited by violent extremism. The government of Benin has initiated reforms to improve productivity linked to livestock breeding and better manage pastoral areas. This contribution to the GoB livestock promotion program aims to strengthen social cohesion by strengthening consultation mechanisms, and to pilot a spatial management model for better productivity and reduced pastoral mobility. Northern Benin (and particularly its peripheral areas) is characterized by multidimensional fragility, based on a lack of state presence, investment and economic opportunities which makes it vulnerable to inter-community conflicts, radicalization and recruitment of young people by non-state armed groups growing in the sub-region. The ability of violent extremist groups to exploit intercommunity tensions - particularly between farmers and herders - in relation to access to natural resources, as well as the structural weakness of the State to expand its services, poses increasing challenges. more important. Since 2021, the State has initiated reforms to better manage agricultural and livestock production areas with the financial and technical support of donors.
