Project Name Djibouti Agri-Food Value Chain Development Project
Project Detail The objective of the Agri-Food Value Chain Development Project for Djibouti is to improve the competitiveness and the resilience of selected agri-food value chains in the areas targeted by the project. There are four components to the project, the first component being public infrastructure and services for agri-food value chain development. This component aims at improving the enabling environment for agri-food value chains development, with a focus on areas with growth potential. This component includes three subcomponents: public infrastructure, regulatory and institutional framework, and innovation support. The second component is the support to agri-food investment and access to financing. This component aims at providing (i) support to agri-food investors in the development and implementation of bankable and climate-informed business plans, and support to financial institutions to improve their knowledge of the agri-food sector and develop financial tools adapted to the sector, and (ii) financing resources tailored to the needs of agri-food investors. It will have two sub-components: support to business plans and advisory services, and support to financial services providers. The third component is the project management. This component will finance the daily project implementation activities. The project will finance the operations of a Project Implementation Unit (PIU) at the MAEPE-RH, including a Project Coordinator, and staff dedicated to administrative and fiduciary management, technical tasks, Environmental and Social compliance, communications and Monitoring and Evaluation (M&E). Finally, the fourth component is the Contingent Emergency Response Component (CERC). This component will include a Contingent Emergency Response Component (CERC), designed to provide a swift response in the event of an eligible crisis or emergency, defined as “an event that has caused, or is likely to imminently cause, a major adverse economic and/or social impact associated with natural or man-made crises or disasters. The project development objective is to increase investment and employment in Djibouti’s rural and peri-urban agri-business value chains.
