Since 2018, political reforms in Ethiopia have been intended to help overcome the countrys authoritarian past, democratize state institutions and liberalize politics. However, the process exposed differences between the new government and parts of society. Differing ideas about how the country should be designed, structured and governed continue to lead to violence, displacement and political instability.
Since the ceasefire with the Tigrayan Peoples Liberation Front (TPLF) in November 2022, there is a possibility that the government will continue and further develop its reforms. Central state institutions could thus be strengthened in their independence and human rights could be enforced. However, the state needs skills to improve inclusive, democratic and constitutional governance.
Goal
The Ethiopian government is increasingly taking steps to transform into a democratic and inclusive constitutional state.
Approach
The project promotes the independence of the Ethiopian Election Commission (NEBE) and the National Dialogue Commission (ENDC) as well as the role of free media and the judiciary in order to implement and anchor the reforms.
It advises the Ministry of Justice and regional governments on incorporating fair administrative procedures into regional legislation. It is also advising the ministry on introducing a monitoring system to ensure that government authorities implement the human rights recommendations of the Ethiopian Human Rights Commission.
The project also works with civil society organizations to strengthen the election observation system.
The project supports the ENDC in the implementation of the national dialogue and supports civil society representatives in critically accompanying and observing the dialogue.
The project also strengthens the Ethiopian Media Council (EMC) in its function as a complaints body and contributes to further training in good radio journalism. |
