It is necessary to build a hydropower plant that will serve as a reservoir with a large capacity for storing fresh water and a mode adjustment to ensure the continuous growth of electricity consumption, independence, and safe operation.

Social and economic benefits of the project:
Western provinces will get out of dependence on imported electricity.
The power system of the Western region, the Altai-Uliastain system, and thus the power system of the Central region will be supplied by cheap domestic sources.
Subsidies provided by the state budget to the energy system of the Western region will be canceled.
Reduce greenhouse gases. It will reduce carbon dioxide emissions equivalent to approximately 329,000 tons of coal burned annually.
During the construction of the HPP, 800-1000 people will be provided with temporary jobs, and 60-80 people will be provided with permanent jobs after it is put into operation.
As the western provinces have cheap and reliable domestic resources, the opportunity for entrepreneurs to run factories and services will increase, and the lives of citizens will improve.
A tourism, recreation and fishery development zone will be created along the hydropower reservoir.
There will be an opportunity to develop irrigated land.
As a lot of water accumulates in the reservoir, the ambient air humidity will increase, which will have a positive effect on the local climate and pastures.
