Project Name Strengthening Project Administration Capacity of Executing and Implementing Agencies
Project Detail The TA will help enhance project management capacity of executing and implementing agencies (EA/IA) to improve performance of Asian Development Banks (ADB) portfolio in Mongolia. The capacity building programs on ADB policies and procedures tailored to the demand and emerging issues and aligned with best practices and case studies will be developed and delivered to strengthen project management capacity of EA/IAs. The TA is consistent with ADBs Strategy 2030 operational priority 6 on strengthening governance and institutional capacity. As of 6 October 2023, ADBs portfolio in MON has 35 active loan projects for a net amount of $1.8 billion. Planned loan commitments in 2023-2024 will add 11 loans and 2 grants for implementation. Project performance of more than 50% of projects in Mongolia were either for attention or at risk as of the second quarter of 2023. The new Procurement Policy and Procurement Regulations for ADB Borrowers requires EA/IAs to have greater procurement capacity to prudently implement projects. Insufficient capacity of the EA/IAs affects project implementation activities. It is crucial to build the capacity of EA/IAs for timely and quality infrastructure delivery and to meet the requirements of the governments New Recovery Policy. Comprehensive Training Needs Assessment, Capacity Building Strategy and Associated Action Plan. To improve project administration capacity, there is a need to identify capacity gaps and training needs of EAs/IAs that are mandated to develop and implement large infrastructure and social sector projects. Therefore, it is urgent to (i) conduct training needs assessments to identify specific capacity and skill gaps, (ii) prepare a capacity building strategy and the associated action plan to be implemented, (iii) develop and upgrade training materials based on the needs assessments, and (iv) combine field-based training programs and clinic-style issue resolution workshops with classroom training programs with more inclusive case studies and e-learning videos using innovative technologies and platforms. Several Factors Drive the Efficiency of Project Implementation. Some factors cause low project performance ratings including weak project management capacity of EA/IAs, underperforming contractors and consultants, absence of efficient monitoring and evaluation systems. At the same time, capacity building of EA/IAs has also been identified as one of the actions in 2023 Country Portfolio Action Plan that was agreed with the government during the country portfolio review mission held in April 2023.
