AFD supports the Djiboutian administration in the renovation of its public buildings to limit energy consumption, promote the development of a sector for the energy performance of buildings and reduce greenhouse gas emissions.
CONTEXT
The Republic of Djibouti is heavily dependent on Ethiopia for its electricity supply. In fact, 80% of electricity consumption is met thanks to the Djibouti – Ethiopia interconnection. In addition, tariffs are among the highest in Africa, with 39 US$ cents/kWh on average. To alleviate this dependence, the government program “Djibouti Vision 2035” plans to make Djibouti the first African country to use 100% green energy, and to encourage an increase in the use of electrical equipment that consumes the least energy possible.
In the same framework, it targets energy efficiency as an important means to achieve this objective. Thus administrative buildings, whose electricity consumption represents approximately 15% of the countrys electricity consumption, constitute a significant source of savings for the State. This desire perfectly matches the objectives of the Building Energy Efficiency Program (PEEB) launched by the AFD, the FFEM, the GIZ and the ADEME at COP-22.
DESCRIPTION
The project mainly consists of carrying out energy efficiency work (roof insulation, installation of photovoltaic panels on roofs, installation of more energy efficient equipment, etc.) on a sample of around ten administrative buildings representative of buildings Djiboutian public.
It also includes an important component relating to capacity building and communication on energy efficiency as well as the establishment of a revolving fund to ensure the reproducibility of the project. It aims in particular to reduce the consumption of the public buildings concerned, encourage the development of a sector in the field of energy efficiency and reduce greenhouse gas emissions. |
