Project Detail Institutional Capacity Building Program (ICBP) Project number: 2020.2008.9 Status: running project Initial situation In Agenda 2063, the 55 member states of the African Union (AU) formulate the vision of an "integrated, economically successful and peaceful Africa, in which its own people make the decisions." The African Union Commission is given a coordinating role in these reform efforts that span national borders Role, which brings together administrative tasks, in particular the management of the AU budget. In 2016, Member States adopted a major reform to create effective governance. There were changes in the responsibilities of numerous AU institutions, including the Commission. In order to strengthen the responsibility of the Commission, some of the donors of funds have joined forces in a joint financial agreement (Joint Financial Arrangement, JFA). This gives the Commission more planning certainty, but also requires a more uniform reporting and auditing system that is tailored to the tasks. The development of competences in the AU Commission is assigned considerable cross-institutional importance, so it has a positive effect on the ability of other AU institutions to act. Goal The departments of the AU Commission that participate in the joint financial agreement (JFA) can carry out planning, monitoring and evaluation processes as well as budgeting more effectively, in a more future-oriented manner and with greater consideration of gender aspects. Approach The project focuses on promoting efficiency, effectiveness and transparency in the following two fields of action: The project promotes the optimization of process management and takes into account essential quality criteria such as action orientation, annual repetition and the consideration of gender aspects. Planning, budgeting and supervision are coordinated, responsibilities are clearly defined and cooperation between departments is established. Employees are enabled to take the above quality criteria into account through broad-based professional training and individual support measures. For example, the project supports online courses being offered, information centers being set up and employees being trained in such a way that the knowledge they have acquired is passed on. Gender equality is becoming a general criterion in the process management of the AU Commission. The gender strategy of the African Union is taken into account. This ensures that gender needs are taken into account from an early stage. In addition, proportionally more women should benefit from the further training offer.
