Project Name Port Moresby Sustainable Urban Transport Mobility Approaches
Project Detail The technical assistance (TA) will support the Government of Papua New Guinea (PNG) to jumpstart a long-term transition toward a low-emission urban transport sector in PNG and support government planning and institutional strengthening. The TA will prepare a sustainable urban mobility plan (SUMP) for Port Moresby, which will guide and address the growing demand for environmentally friendly, sustainable urban transport sector development in Port Moresby. The TA will also assess the feasibility of (i) zero-emission public transportation systems; and (ii) the use of plastic waste in road construction to replace bitumen, with an option to upscale in the future projects to help foster a circular economy. The TA will help make Port Moresby more livable by improving air quality and public health, promoting low-carbon eco-friendly transport approaches, and fostering the safety of women and girls. The TA will also assess the feasibility of (i) zero-emission public transportation systems; and (ii) the use of plastic waste in road construction to replace bitumen, with an option to upscale in the future projects to help foster a circular economy. The TA will help make Port Moresby more livable by improving air quality and public health, promoting low-carbon eco-friendly transport approaches, and fostering the safety of women and girls. The TA will also contribute to safeguarding the blue economy, managing solid waste, and promoting low-carbon development in Port Moresby. The TA is sectoral (urban transport) by nature, and no other ongoing TA can be used to support the planned actions. The TA is in line with pillar 2 of the Knowledge Management Action Plan of the Asian Development Bank (ADB). The TA will (i) refine country knowledge programming to identify priority areas for ADBs knowledge support; (ii) develop solutions to support developing member countries current and future lending; (iii) initiate participatory stakeholder knowledge consultations, including with civil society organizations; and (iv) support futures thinking and foresight. ADB classifies PNG as a developing member country with fragile and conflict-affected situations (FCAS), and recognizes the specific challenges faced by the developing member country as a small island developing state. The TA will integrate assessments of FCAS dimensions into planning and implementation processes, and design of appropriate context-specific responses to FCAS in an urban environment.
