Project General Description
RANA is a flagship project of the Desert to Power Initiative in the country, the priorities of which were set out in the national roadmap approved in 2020. It is consistent with the Bank’s CSP 2018-2022 and sector policies detailed above, as well as with Niger’s national priorities. The RANA project will not only increase electrical infrastructure as envisaged but also make it possible inter alia to conduct studies essential for preparing future sector operations and mobilizing the necessary financing from the donor community in Niger. These studies concern in particular the construction of a solar power plant in the central part of the country and the hybridisation of the SONICHAR thermal plant. Conditions will be created for effectively supporting the country’s energy transition. The project also concerns the operational framework for the deployment of solar cookers, an alternative clean cooking technology developed locally in Niger. The total cost of the project, net of taxes and customs duties, is estimated at UA 120.98 million, of which 87% is in foreign exchange and 13% in local currency. It will span a period of 5 years, from January 2023 to December 2027.
Project Objectives
The project development objective is to contribute to increasing electricity production from renewable sources and improve sustainable access to modern energy for the people of Niger. RANA project will have a dual impact: (i) increased capacity to generate electricity from renewable sources; and (ii) the population’s improved access to modern energy services. The expected outcomes are: (i) solar-based electricity generation capacity is increased; (ii) household access to electricity via the grid and off-grid systems is improved; (iii) the carbon footprint of electricity production is reduced; and (iv) jobs are created.
Beneficiaries
The project area covers all eight (8) regions of the country, including 17 urban centres (all regional capitals, including Niamey) where the electricity network will be extended, 186 rural localities to be connected to the NIGELEC electricity network and 12 villages electrified by mini-grids. The project’s main beneficiaries are the Government, NIGELEC and about 750,000 people (more than 45% of them rural dwellers) who will have access to electricity, 52% of them women. It is estimated that roughly 30,000 to 75,000 extremely vulnerable people will have access to electricity through the multi-purpose platforms, for production and social uses. Other direct beneficiaries are schools, health centres, small businesses, handicrafts and learning centres located in the project intervention areas. |
