Project Name Energy Coordination Office
Project Detail Ethiopia is endowed with abundant renewable energy resources, yet it also has one of the lowest rates of energy consumption in the world. Only 16 per cent of its 87 million people have an electricity supply in their homes; among the 67 million who live in rural areas the figure is as low as two per cent. This places severe constraints on the country’s growth and development.

In rural areas in particular, affordable alternatives to traditional forms of energy, such as firewood, are rarely available. Nor is the general public aware of the advantages of a modern energy supply. This is causing increasing deforestation and soil erosion, and also leads to health problems such as respiratory diseases. Ethiopia can only address this situation by developing and using its renewable, environmentally sustainable energy resources.

Objective
Conditions in the energy sector in Ethiopia have improved and lower-income households, community facilities, and small and medium-sized enterprises benefit from sustainable access to modern energy technologies and services.

Approach
As part of the global Energising Development Programme (EnDev), the Energy Coordination Office (ECO) is supporting the Ethiopian Government in improving people’s access to modern energy services. It is also developing the technical and management capacities of all its programme partners, through means such as training and further education. The project concentrates its activities in the following areas.

Development of technologies for renewable energies: developing and supporting the wider use of small-scale solar and hydropower facilities and energy-efficient stoves.

Development of markets for renewable energies: improving access to modern energy supplies by developing the market for renewable energies, and the promotion of the private sector and the local economy in rural areas.

Policy framework, strategy development and communications: providing advice to the Ethiopian Government on policy measures, strategies, laws and programmes for the energy sector, and encouraging civil society and private sector participation in the discussion of energy topics.

The project is co-financed by the Netherlands' Directorate-General for International Cooperation (DGIS), the Norwegian Ministry of Foreign Affairs, the UK’s Department for International Development (DFID) and Irish Aid.

Results achieved so far

Photovoltaic solar systems have been installed in 126 public-sector health centres and eight community centres which have no connection to the electricity grid. These provide access to modern energy services for more than three million people.

Approximately 24,000 solar lamps and 2,160 solar home systems (with sufficient power for several lamps and to charge mobile phones) have been sold by electrical retailers specially trained by GIZ, and now provide light for more than 92,000 people.

There are now more than 600 producers of energy-efficient cook stoves, across 310 districts and seven regions. By the end of November 2013, they had sold more than 735,000 stoves.

To date, more than 1.8 million people have benefited from the energy efficient stoves. Using them, an average household saves around 575 kilograms of firewood every year. That adds up to nearly 400,000 tonnes of firewood per year throughout Ethiopia.

Four pilot micro-hydropower plants have been constructed in three villages in southern Ethiopia, where they now provide about 23,000 residents with electricity.
