Project Name Vocational training for economic growth sectors in Central Asia
Project Detail Goals: The capacities of Central Asias vocational training systems to provide needs-based, qualified specialists and managers for economic growth sectors in the region have been strengthened. Since in Central Asia almost 30% of the labor force is still employed in agriculture, the further processing of marketable food plays an important role as a growth sector. Along with textile products, food is one of the product groups with the highest growth in exports. The need for training young people is correspondingly high - both in food processing and in related logistics sectors such as the procurement of raw materials, storage and distribution. Beyond that, there is a high demand for qualified specialist and managerial staff in the logistics sector of all countries in the region. This applies to agriculture, transport & traffic as well as the entire industrial sector. PECA promotes the modernization of vocational training in Central Asia - exemplary for the food processing industry and the logistics sector. The project goal is: The capacities of the vocational training systems in Central Asia to provide needs-based qualified specialists and managers for economic growth sectors in the region are strengthened. The measures of the project are aimed at • the introduction of international quality standards, • an improved focus on the labor market and the integration of business into vocational training, as well as • the establishment of dual approaches at different levels of vocational training. The approach of the project rests on two pillars: the promotion of reforms of the legal and normative regulatory framework for vocational training in the partner countries and the development of employment-effective qualification offers in the areas of food processing and logistics. In order to create the necessary legislative basis for a modern vocational training system, the responsible ministries are advised on the drafting of corresponding laws, ordinances, etc. Close cooperation with relevant partners from business, ie professional associations and companies, who are systematically included in the design of corresponding reform initiatives, is particularly important. In addition, PECA uses cross-border cooperation as a resource to advance the modernization of the vocational education system in Central Asia and to ensure its regional connectivity. National experiences with the reform of training standards or the introduction of dual training courses are presented and discussed in regional forums. The aim of this exchange is to strengthen the mutual learning of actors in the vocational training systems in the different countries, for example in the form of tandem learning partnerships.
