Project Detail Northwest Region - Dayton Ave RHQ Building Renovation Project news Construction is underway. The building will remain open and staffed throughout this project. Overview Through legislative action, the Washington State Department of Transportation received funding to renovate the Northwest Region Headquarters located along Dayton Avenue North in Shoreline. Constructed in 1974, the building serves as the primary hub for coordinating WSDOT’s transportation, maintenance, construction and administrative activities across King, Snohomish, Skagit, Whatcom and Island counties. Although the property has been well maintained, many of the building’s systems and finishes are beyond their expected life span and need to be replaced. The renovation will include building and floor plan improvements in order to create a modern workplace environment. It will also make room for lease tenants from the Department of Ecology, allowing the building to be utilized at full capacity. Key project highlights: New electrical, plumbing, mechanical, HVAC and fire-suppression systems. Interior floorplan modifications. Modern workplace enhancements. Building exterior upgrades. Storm water and right-of-way improvements. Additional site storage for agency vehicles and equipment. Needs & Benefits Operational efficiency: The building is currently occupied at 60% capacity, with approximately 400 WSDOT employees. Once the renovation is complete, about 200 DOE employees will move in, allowing the building to be utilized at full capacity. Cost savings: The building is owned by WSDOT. Relocating DOE staff to this property reduces leasing costs paid to a third-party vendor, thereby reducing operating costs for the State of Washington. Sustainable design: This project is utilizing the best practices in energy, green building and environmental design, with the ultimate goal of LEED Silver Certification. Modern amenities: Although the building has been well maintained since it was constructed in 1974, it is overdue for a complete modernization of the technical, mechanical and operational systems. A more mobile workforce: To align with Governor Inslee’s Executive Order 16-07, Executive Order 18-01 and the Office of Financial Management’s State Facilities Workplace Strategies and Space Use Guidelines, this project makes changes to improve work mobility and flexibility for WSDOT and DOE employees. Timeline October 2018: Project was advertised for competitive bidding. March 2019: Project was awarded to J.R. Abbott Construction, Inc. December 2019: Construction began. Summer 2021: Construction is scheduled to be complete. Funding The $46.5 million project is being funded by the State of Washington.
