Project Detail CORRIDORS MANAGEMENT PLAN FOR THE RING OF GROWTH IN WEST AFRICA (WAGRI-CACAO) 1. TITLE: Support Project for the Electrification of Border Localities (PAELF) 2. COUNTRIES OF INTERVENTION: BENIN 3. AREA OF INTERVENTION: 31 communes in the departments of BENIN 4. AREAS OF INTERVENTION: Energy 5. STRATEGIC AXIS OF THE MASTER PLAN: Key Strategy 3: Develop Basic Infrastructure for the Economic Sector 6.JUSTIFICATION OF THE PROJECT: Access to electricity in Benin is one of the major concerns of the authorities. Indeed, the rate of electrification is very low and its current evolution does not meet the needs of the population. According to the Energy Information System, the national electrification rate is only about 30% with only 6.6% of rural electrified localities and a very low penetration of renewable energies. As part of the Development of Border Spaces, Benin has drawn up the National Policy Document for the Development of Border Spaces in its Strategic Direction N ° 2: Reducing Poverty and Improving the Quality of Life of Border Populations whose Interventions are aimed at increasing provision of basic universal services in border areas, including access to electricity. 7. MAJOR STAKEHOLDERS Project Manager: State (Ministry of Energy) Project management: Beninese Agency for Rural Electrification and Energy Management (ABERME) Beneficiaries: Populations living in the targeted localities Other stakeholders: Populations of relevant departments Coordination and monitoring-evaluation Coordination is provided by the General Directorate of ABERME and monitoring by the Programming and Prospecting Department of the Ministry of Energy 8. STRATEGIC DIRECTIONS General Objective (Goal): Increase equitable and secure access to electricity for people Specific Objectives: 1. Electrify border communities that have not yet benefited from an electrification project by connection or decentralized off-grid energy supply system; 2. Densify existing networks of already electrified border communities Expected results : (Deliverables and Effects) 1. 174 new localities will be electrified with connection of 49,842 subscribers impacting a population of 369,458 2. 110 already electrified localities will know the extension / densification of their electricity network. Thus 20,865 new subscribers will be connected and impacting a population of 142,281 inhabitants 3. The socio-community infrastructures (schools, colleges, health center, district headquarters, youth centers, etc.) located in the new electrified localities will also be connected. 1. Technical, economic, financial, environmental and social feasibility studies of the projects; 2. Construction of electrical infrastructures (electrification and connection works) 3. Control and supervision of works 4. Project management: (Management of environmental and social aspects (PGES, mitigation, etc.); Institutional support (Governance, Operations and maintenance); Project management and Audit An Environmental and Social Management Framework (ESMF) will be developed and validated. It will outline mitigation measures to be taken during the implementation of the project. 9.
