Project Name Strengthening of Capacity on Road Maintenance Management Through Contracting (Phase 3)
Project Detail Objectives Overall Goal (1) Road maintenance management methodologies developed under the Project are mainstreamed in the road construction industry in Kenya. (2) Existing road networks are maintained in good condition. Project Purpose Road maintenance management methodologies are improved and widely applied in Kenya. Outputs (1)Cost estimation capacity of road agencies (RAs) is enhanced. (2)Management capacity of RAs to maintain roads under PBC is improved. (3)Institutional capacity to conduct PBC (term contract) training is improved (for KIHBT, NCA, RAs, etc) (4) DRIMS is widely used for road conditions assessment by RAs in Kenya and, upon request, in neighboring countries. Main Activities 1-1 Review Cost Estimation Systems (COSTES 2011 and COSTES for PBC) developed in phase 1 and 2 of this project to identify gaps for system improvement. 1-2 Based on 1.1, examine a standard methodology to identifyproductivity rate and to conduct cost survey. 1-3 Conduct cost survey and improve COSTES database. 1-4 Improve COSTES software. 1-5 Draft a work plan to set up COSTES units in RAs and related organizations. 1-6 Support establishment of COSTES units. 1-7 Prepare a road maintenance cost index from COSTES. 2-1 Support revision of standard contract documents. 2-2 Review current practice of PBC management by RAs and identify issues addressed. 2-3 Support revision of PBC guideline. 2-4 Provide technical advice to introduce contract evaluation in RAs. 2-5 Support inclusion of "PBC work" under work classification of NCA registration. 3-1 Assess PBC trainings conducted by KIHBT and make recommendations for improvement. 3-2 Support improving training curriculum and material. 3-3 Conduct seminars to sensitize PBC. 3-4 Conduct training of trainers (TOTs) on PBC. 3-5 Conduct training of trainers (TOTs) on DRIMS. 4-1 Review current operation practice of road survey. (current status, equipment used, technical level, etc.) 4-2 Based on 4.1, provide recommendations on effective use of DRIMS. 4-3 Support RAs to institutionalize DRIMS as a standard tool for road management in Kenya. 4-4 Sensitize DRIMS in neighboring countries. 4-5 Conduct seminar/workshop to present overall results of the project.
