Project Name URBAN PLANNING IN TOGO
Project Detail The main objective of phase II of the project (PAUT II) is to improve the standard of living of Lomé populations by securing and improving the urban environment. Rehabilitation of the fourth lake will help provide a stormwater storage buffer during rain events. The completion of the drainage works of the neighborhoods that are part of the lake catchment will contribute to the overall sanitation of the area and reduce the negative impacts on the population of overflows and floods. A way of access to the port area impracticable after a rain © AFD Philippe Collignon The specific objectives are of several kinds: storage of runoff water reducing the risk of floods (decadal flood) of peripheral districts (60 000 people directly concerned); stormwater drainage of the lake basin districts; preservation of the urban environment during rainy periods and road access; structuring of the urban planning scheme of the city; contribution to the overall functioning of the lagoon system through interconnection with East Lake and the creation of an outlet to the ocean. The following achievements are planned: an excavation, a development of the fourth lake and a platform embankment south of the lake that will be able to be the subject of new urban development; an interconnection with the East Lake to ensure the hydraulic balance of the entire lagoon system in order to best utilize the capacities of each basin; an outfall of 4,500 m to the sea to be built east of the port area; a 2,800 m drain along the southern fringe of Akodesséwa East; collective sanitation of surrounding neighborhoods (Akodesséwa, Kanyikopé and Baguida); accompanying measures for i) capacity building of the technical services of the Ministry of Rural Equipment (project owner) and the Town Hall, ii) awareness raising and communication actions, iii) regular audits .
