Project Name APEC LOW-CARBON MODEL TOWN (LCMT) PROJECT, PHASE 6
Project Detail The APEC Low-Carbon Model Town (LCMT) Project Phase 6 seeks to promote low-carbon town developments in order to manage rapidly growing energy consumption especially in residential or industrial areas in the APEC region. The key activities are; 1) to assess both technical and policy aspects of real low carbon town development projects and 2) to refine the “Concept of the Low-Carbon Town in the APEC Region”. Feasibility study will be conducted by qualified urban design consultants. The refinement of the “Concept” and policy review of selected low-carbon development projects will be conducted by experts from interested member economies and relevant Expert Groups under the APEC Energy Working Group (EWG). Nominating low-carbon town development is on a voluntary basis. The nomination of low-carbon town development is on a voluntary basis. A low-carbon town development project for feasibility study and policy review will be selected through the EWG.
Relevance
This project directly responds to the declaration at the 9th APEC Energy Ministers Meeting (EMM9), held in Fukui, Japan on 19 June 2010, where Ministers discussed low-carbon pathways to energy security through cooperative energy solutions for a sustainable APEC as well as growth strategies. Among several messages, they noted that introducing low-carbon technologies in city planning to boost energy efficiency and reduce fossil energy use is vital to manage rapidly growing energy consumption in urban areas of the Asia-Pacific region. In this context, APEC Energy Ministers agreed to launch an “APEC Low-Carbon Model Town (LCMT) Project” with a view to presenting successful models of coordinated advanced low-carbon technology use. This project is considered a priority projects for APEC.

The main objective of the APEC LCMT Project is CO2 emissions reduction. While local government and municipal officials are increasingly interested in developing low carbon towns, their main concerns are often alleviating urban problems such as traffic congestion, air/water pollution, waste management, and recycling used water. As such, these towns require some level of technical assistance to systematic plan and realize low-carbon town development. This includes setting quantitative low-carbon targets and base years, adopting low carbon indicator sets, selecting the most appropriate set of low-carbon measures considering the characteristics of the intended town, and evaluating the effects of the low carbon measures adopted.

Some elements of realizing low carbon development, and hence reducing CO2 emissions, include:

a) Improving energy intensity by increasing energy efficiency while reducing unnecessary energy consumption;

b) Finding investments to pay for low carbon development in short/medium term;

c) Introducing renewable energy sources such as solar photovoltaic power generation;

d) Adopting advanced technology, which includes building energy management system (BEMS), electric vehicles, and smart grid systems; and

e) Implementing pilot facilities to test new technologies prior to commercial applications.

The APEC LCMT Project provides a dual financial benefit for towns, with opportunities to both obtain financial gain through, for example, reduced energy costs and future economic development from, for example, implementing new technologies.

This project is also directly linked to “building sustainable and resilient communities” (Rank 1) and “energy efficiency, energy security and energy resiliency including the development of low carbon technology and alternative energy sources” (Rank 2), which is because it aims to identify successful models for sustainable communities through coordinated usage of advanced low-carbon technologies.

Objectives
The key objectives of the project are:

1) To refine the “Fifth Edition of the Concept of the Low-Carbon Town in the APEC Region” (the Concept). The Concept is a guideline for city planners and developers who wish to implement low-carbon town design. It includes case studies of other Low Carbon Towns in the APEC region, and incorporates practical methodologies for low-carbon town planning, design and technology. The Concept also includes guides for the “APEC Low-Carbon Town Indicators” (LCT-I), which helps evaluate the progress and status of low carbon development.

2) To provide feasibility study and policy review of a low carbon development project selected for LCMT Phase 6; checking CO2 emissions reduction goals; verifying how to develop attractive and innovative development plans through the feasibility study; and making recommendation on low-carbon measures through policy review.

3) To share best practices and real-world experiences of low-carbon town design with planners and policymakers throughout the APEC region.
