Expression of Interest are invited for Consulting Firm (National) (Lump-Sump) Title Of Service: Consultancy Service for Monitoring and Impact Evaluation of Exhibition/ Demonstration of Safe and Nutritious Dairy Products to School Student (School Milk Program) under LDDP Brief Description of Assignment: Consultancy Service for Monitoring and Impact Evaluation of Exhibition/ Demonstration of Safe and Nutritious Dairy Products to School Student (School Milk Program) under LDDP Experience, Resources and Delivery Capacity Required: The Government of the Peoples Republic of Bangladesh has received financing from the World Bank toward the cost of the Livestock and Dairy Development Project (LDDP) and intends to apply part of the proceeds for consulting services. The consulting services (the Services) include Monitoring and Impact Evaluation of Exhibition/ Demonstration of Safe and Nutritious Dairy Products to School Student (School Milk Program) under LDDP. The overall objective of the assignment is to monitor and assess the impact of school milk feeding program. The specific objectives are as follows: Assess the SMP performance in terms of its implementation, coverage and reach; Evaluate the SMP impact on students health (especially height, weight, dental check-up and IQ), nutrition and academic outcomes. Assess the impact on awareness level of the teachers, students, and parents on drinking of milk. Assess the creation of commercial relations between producers and processors. Identify strengths, weaknesses, opportunities, and threats (SWOT) of the program Evaluate the management of the school milk program and the effectiveness of the institutional arrangements. Provide recommendations for program improvements and sustainability. Ensure accountability and transparency in program implementation. The consulting firm will complete the assignment over a period of 24 months with two (2) consecutive surveys and reports from the date of contract to the end of project period June, 2025. The Livestock and Dairy Development Project (LDDP) now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Legal documents as the proof of legal capacity to perform the services (Registration as firm, Trade license, Tax Identification number, VAT registration number). (ii) The Firm should have five years of overall experience and at least two years specific corporate experience in conducting monitoring and evaluation of public sector program. (iii) The firm shall have experience to complete at least one similar nature of assignment in last 3-years. (iv) Technical and managerial capability of the firm with the list of experts with their qualifications and experiences. Detail CV of Experts will not be required as it will not be evaluated at the shortlisting stage. (v) Annual turnover of the firm for last three years. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers July 2016 and Revised November 2017 (Procurement Regulations), setting forth the World Banks policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
