The Strategy Regarding The Realization, Development And Modernization Of The Transport Network Of National And European Interest Was Approved By Law No. 203/16.05.2003, Law No. 569/2003, Law No. 451/2003, Republished In Mof No. 89/2005. Also, For Romanias Compliance As An Eu Member State With The Ex Ante Conditionalities Imposed By The European Commission For Accessing Non-Reimbursable Funds Within The Poim 2014-2020 Programming Period, The Strategic Reference Document Was Promoted - The General Transport Master Plan, Document Programmatically Approved By Gd. 666/2016. The European Parliament And The Council Of The European Union Approved On 28.03.2012 Regulation On The Guidelines Of The Union For The Development Of The Trans-European Transport Network. The Guidelines On Road Transport Infrastructure Provide, In Section 3. Article 22., That When Promoting Projects Of Common Interest, Related To The Road Infrastructure, It Is Necessary: • Prioritizing Aspects Regarding The Improvement Or Maintenance Of The Quality Of The Infrastructure In Terms Of Safety, Security And Efficiency, Resistance To Disasters, Environmental Performance, Accessibility For All Users, Quality Of Services And Of The Continuity Of Traffic Flows; • Promoting The Development Of Innovative Technologies, Promoting Road Safety, The Use Of Multimodal Information And Traffic Management To Enable The Operation Of Integrated Communication Systems; • Ensuring A Suitable Parking Space For Drivers Of Commercial Vehicles, Under Safety And Security Conditions. The Creation Of A Modern Communication Road Will Have Positive Implications In The Regional Development Of The Area, The Flow Of Traffic, The Diversion Of Transit Traffic, The Increase Of User Safety, The Reduction Of Travel Times, As Well As The Decrease Of Pollution At All Levels In The Currently Transited Areas.
