Feasibility Study, Advisory Service, Analysis - Preparation Of Documentation Entitled: Technical, Economic And Environmental Study With Elements Of The Program Concept And Materials For An Environmental Decision For The Task Entitled: Construction Of A New Section Of Dw No. 502 With A Bridge Crossing, Bypassing The Historic Drawbridges In Rybin. The Subject Of The Order Is The Development Of Documentation Entitled: Technical, Economic And Environmental Study With Elements Of The Program Concept And Materials For The Environmental Decision For The Task Entitled: Construction Of A New Section Of Dw No. 502 With A Bridge Crossing, Bypassing The Historic Drawbridges In Rybin. The Task Concerns The Development Of A New Route Of Provincial Road No. 502 In The Town Of Rybin. The Planned Road Section Is Expected To Be Approximately 1.3 Km Long. The Road Will Run Between Internal Municipal Road No. 266 And District Road No. Dp2324g. It Will Also Cross The Szkarpawa And Wisła Królewiecka Rivers. The Investment Includes: Agricultural Areas, Flood Embankments, Wetlands, High Greenery, Farm Buildings And The Buffer Zone Of The Vistula Spit Landscape Park And The Protected Landscape Area Of ​​The Szkarpawa And Tuga Rivers. The Subject Of The Order Includes The Implementation Of Key Elements Such As: A) Stage I - Initial Program Concept, B) Preparation Of Materials For The Decision On Environmental Conditions, Including An Environmental Impact Report Along With Submitting An Application For Its Issuance, C) Stage Ii - Program Concept , Functional And Utility Program, Feasibility Study. The Order Is Not Divided Into Parts For The Following Reasons: Due To The Fact That The Order Covers The Preparation Of A Section Of Design Documentation With A Length Of Approx. 1.5 Km, Aimed At Determining The Technical And Economic Conditions, It Was Decided To Assign The Entire Scope Of The Task To Be Performed By One Contractor. The Main Reason Is The Specific Nature Of The Documentation And Design Work Necessary To Be Performed. No Separation Possible Due To The Lack Of Space Where It Would Be Possible To Clearly Divide The Competences Of Several Contractors. The Individual Elements Of The Documentation That Are Implemented Have A Direct Impact On Further Design Work And Must Be Performed In Parallel Or Directly One After The Other. Therefore, It Is Unjustified To Divide The Scope Of Documentation Between Many Contractors And To Define The Stages Of The Scope Of Work And Deadlines For Individual Potential Contractors. Division Of This Scope Would Create Significant Technical Difficulties In Coordinating Individual Stages And Extend The Task Implementation Time. Such A Division Would Definitely Jeopardize The Proper Execution Of The Task.
