Feasibility Study, Advisory Service, Analysis - Feasibility Study Development, Technical Assistance For Supporting The Financing Application, Technical Assistance Provided To The Beneficiary For The Procedure For Awarding The Design And Execution Of The Works, Advertising Insurance, Data Room Insurance For The Investment Objective Link Road Simleu Silvaniei Traffic Unloading At The A3 Brașov - Târgu Mureș - Cluj - Oradea Highway. The Object Of The Service Contract Consists In The Preparation Of The Technical-Economic Documentation Sf Phase, The Cadastral Documentation, The Establishment/Identification Of The Expropriation Corridor, The Preparation Of The Evaluation Report, The Obtaining Of The Town Planning Certificate Accompanied By Opinions And Agreements, In Accordance With Gd 907/2016 Regarding The Stages Of Development And The Framework Content Of The Technical-Economic Documentation Related To The Investment Objectives/Projects Financed From Public Funds. The Technical Documents Requested By The Contracting Authority Under The Contract Will Be Drawn Up And Submitted Within A Maximum Of 9 Months From The Date Of Issuing The Order To Start The Provision Of Services As Follows:  Stage I: Elaboration Of The Multi-Criteria Analysis - Stage I - Amc1 - Within 1 Month From The Date Provided In The Start Order  Stage Ii: Elaboration Of The Multi-Criteria Analysis – Stage Ii – Amc2 - Within 1 Month From The Completion Of Amc1  Stage Iii: Elaboration Of The Feasibility Study – Within 7 Months From The Handing Over Of Amc 2  Feasibility Study, Which Will Include: Feasibility Study; Cost Benefit Analysis; Topographical Study; Geotechnical Study; Archaeological Study; Land Occupancy Documentation; Environmental Documentation; Analysis Of The Need To Relocate Utilities  Obtain Urban Planning Certificate (C.U.);  Obtaining Notices And Agreements Requested Through The C.U.;  Stage Iv: Technical Assistance Granted To The Beneficiary:  Technical Assistance Granted To The Beneficiary To Support The Financing Application;  Technical Assistance Granted To The Beneficiary For The Procedure For Assigning The Design And Execution Of The Works;  Advertising Insurance;  Ensuring A Data Room. The Estimated Value Of The Purchase (4,829,000.00 Lei Without Vat) Includes The Following Activities: Cap. 3.1 Studies = 2,000,000.00 Lei; Head. 3.2 Supporting Documentation And Expenses For Obtaining Approvals, Agreements And Authorizations = 190,000.00 Lei; Head. 3.3 Technical Expertise = 200,000.00 Lei; Head. 3.5.3. Elaboration Of Feasibility Study/Documentation For Approval Of Intervention Works And General Estimate = 2,000,000.00 Lei; Head. 4 Implementation Reserves (10%) = 439,000 Lei. The Implementation Reserve, In The Amount Of 439,000.00 Lei Without Vat, Will Be Included By All Bidders In Their Own Financial Proposal, At The Amount Previously Imposed. (The Rules Regarding The Implementation Reserve Are Presented In The Specifications) Suspensive Clause: The Procedure For Awarding The Public Procurement Contract Is Initiated Under This Suspensive Clause, In The Sense That The Signing Of The Public Procurement-Services Contract Is Conditional On The Signing Of The Contract Of Financing For This Purpose, Through The Transport Program 2021-2027. The Contracting Authority Will Conclude The Contract With The Bidder Declared The Winner Only To The Extent That It Will Have At Its Disposal The Necessary Funds To Make The Investment That Is The Subject Of This Procurement Procedure, Secured By Signing The Financing Contract
