The Municipality Of Maashorst Was Created On January 1, 2022 Through A Merger Of The Former Municipalities Of Landerd And Uden. The Municipalities Of Landerd And Uden Have Each Concluded Contracts In The Past Regarding Door-To-Door Waste Collection. The Municipality Of Maashorst Wants To Conclude One Contract For Door-To-Door Collection For The Entire Municipality As Of January 1, 2025. Where Door-To-Door Waste Is Collected In The Same Manner Throughout The Municipality. The Municipality Is Responsible For Collecting Household Waste. This Is Laid Down In The Environmental Management Act. Each Municipality May Decide For Itself How It Collects Waste. The Reasons Why This Obligation Is Included Include Environmental Protection, Health Aspects And The Promotion Of Recycling And Reuse. The Municipality Of Maashorst Would Like To Contract One Party That Will Collect Residual Waste, Pbd And Vfg+E Efficiently And At Market Rates. The Goal For The Whole Of The Netherlands Is To Be Fully Circular By 2050. The Vang (From Waste To Raw Material) – Household Waste Program Has Been Developed For This Purpose. The Collector To Be Contracted Is Asked How They Expect To Contribute To This. The Agreement Consists Of The Collection Of Three Household Waste Flows: Residual Waste Gft+E (Vegetables, Fruit, Garden Waste And Food Scraps) Pbd (Plastic Packaging, Cans And Drinking Cartons) The Work To Be Carried Out Is Within The Municipal Boundaries Of The Municipality Of Maashorst And Only Falls Under Her Responsibility. The Work Is Carried Out Throughout The Municipality. The Work Involves Collecting Waste. These Activities Are Generic. A Separate Agreement Could Be Concluded For Each Waste Stream (Residual Waste, Organic Waste+E And Pbd). This May Result In An Agreement Being Concluded With Different Contractors. However, The Municipality Wants To Contract One Contractor So That It Has One Point Of Contact For The Collection Of Household Waste, As Is Currently The Case. This Means That Municipal Waste Policy Can Be Conducted Effectively And Simply. In Addition, The Municipality Expects That An Efficiency Advantage Can Be Achieved When One Collector Collects The Three Waste Flows. The Order Has Now Been Merged. If The Assignment Is Split By, For Example, Concluding Multiple Contracts Or Using A Plot Division, More Coordination Is Necessary. This Entails Additional Activities And Therefore More (Internal) Costs. If Coordination Is Not Optimal, This Can Lead To Delays And Therefore Additional Inconvenience For Stakeholders. The Municipality Will Therefore Be Responsible For Planning And Coordinating The Implementation. Because All This Is Not In The Interest Of The Municipality, The Municipality Wants To Have The Work Carried Out By One Contractor. Tenderers Can Carry Out The Work Without Or With A Small Number Of Subcontractors: They Usually Have All Disciplines In-House. Splitting Into Lots That Can Be Awarded Independently Of Each Other Does Not Lead To Better Accessibility For Smes, But Rather To The Sub-Optimization Mentioned In The Previous Paragraph. The Assignment As A Whole Is Accessible To Smes. Therefore, No Plot Division Is Applied. The Agreement Is Entered Into For A Period Of At Least Four Years And One Month And A Maximum Of 8 Years And One Month. The Effective Date Of The Agreement Is January 1, 2025.
