Architectural, Construction, Engineering And Inspection Services – Energy Renovation And Renovation Of Certain Architectural Parts, Of 2 Buildings Located At De Broquevillelaan 11 And 19-Prekelinden 1 In 1200 Brussels. For This Mission Of Project Author, The Contracting Authority Wishes To Appoint A Multidisciplinary Team Composed Of An Architect, A Stability Engineer, A Special Techniques Engineer, A Peb Advisor, A Health And Safety Coordinator . The Contracting Authority Wishes To Have A Direct Contractual Link With The Architect, The Stability Engineer, The Special Techniques Engineer, The Peb Advisor, The Health And Safety Coordinator. In The Event That The Specific Personnel Necessary To Carry Out All Of The Planned Missions Are Not Found Within The Same Professional Structure, A Team Of Participants Is Formed Into A Group Of Economic Operators. The Person Who Will Represent The Group With Regard To The Contracting Authority, And Who Will Be Responsible For Coordinating The Studies And Services Carried Out By The Other Members Of The Group Is The Architect. Applications Do Not Guarantee The Project Owner From The Selection Phase To Benefit From This Direct Contractual Link Will Be Rejected. The Attention Of Economic Operators Submitting Several Applications (I) In Isolation And In Groups With Other Economic Operators, Or Ii) Within Differently Composed Groups) And Of The Groups In Which They Participate Is Drawn To The Prohibition Of Multiple Participations At The Tender Submission Stage By Article 54, § 2, Of The Royal Decree Of April 18, 2017. This Ban Has The Consequence That Tenders Submitted By Tenderers Affected By Multiple Participation Must All Be Rejected. In The Event Of Selection Of The Two Candidates Concerned By The Multiple Participation Of An Economic Operator, The Latter Will Only Be Able To Submit An Offer Within The Framework Of One Of The Two Applications. The Candidates Concerned Must Anticipate This Situation To Avoid The Rejection Of Their Offer. In The Event Of Multiple Participation By One Or More Economic Operators, The Selection Procedure Will Take Place As Follows: 1) Initially, The Contracting Authority Will Carry Out The Analysis And Provisional Classification Of The Applications Concerned Taking Into Account The Possible Duplicates; 2) Secondly, It Will Inform The Groups Concerned By A Risk Of Double Offer Of Their Provisional Classification And Will Invite Operators Present In Several Groups To Choose The One Through Which The Offer Is Introduced; 3) Thirdly, It Will Proceed To The Final Classification Of The Applications After The Withdrawal Of One Or More Groups Concerned By The Risk Of A Double Offer And Will Invite The Different Candidates To Formulate An Offer.
