Request For Expressions Of Interest For Econsult Jordan Global Education Policy Dashboard Data CollectionThe World Bank Wb Invites Interested Parties To Submit Expressions Of Interest For Implementing A School Survey And A Survey Of Public Officials In Jordan The World Bank Education Global Practice With Support From The Bill And Melinda Gates Foundation And The Uks Department For International Development Is Launching The Global Education Policy Dashboard Project The Global Education Policy Dashboard Will Measure The Drivers Of Learning Outcomes In Basic Education Around The World In Doing So It Will Highlight Gaps Between Current Practice And What The Evidence Suggests Would Be Most Effective In Promoting Learning And It Will Give Governments A Way To Set Priorities And Track Progress As They Work To Close Those Gaps The Overall Objective Of This Project In Jordan Is To Measure The Quality Of The Service Delivery Policies And Bureaucratic Capacity With The Intention Of I Uncovering Bottlenecks That Inhibit Student Learning Ii Providing Guidance On How To Improve The Measurement Of The Performance Of The Overall Education System And Iii Using Collected Data To Analyze The Factors That Predict Variance In Student Learning Outcomes The Dashboard Will Measure The Quality Of Service Delivery Focusing On The Four Key School Level Ingredients Of Student Learning Teaching School Management Inputs And Infrastructure And Learner Preparation In Addition The Dashboard Will Measure Deeper Systemic Drivers The Policies And Politics That Determine The Quality Of Service Delivery The End Goal Is To Have A Set Of Indicators That Is Comprehensive But Also Focused So Stakeholders Can Pay Attention To What Is Most Important In Each Participating Country The Initiative Will Deploy Various New Data Collection Instruments Including A School Survey And A Survey Of Public Officials The Data Collection In Jordan For These Two Surveys Are The Object Of This Expression Of Interest For The School Survey The Study Sample Will Contain 200 Nationally Representative Schools The Sample Will Be Chosen By The Wb The School Survey Will Involve Interviewing Principals And Teachers As Well As Assessing Teachers And Students In All These Schools Classroom Observations Will Capture Classroom And Teaching Activities Enumerators Will Visit Schools And Education District Offices To Collect Data From Public Officials There Will Be 200 Randomly Selected Public Officials That Will Be Part Of This Data Collection Effort The Sample Will Be Chosen By The Wb The Interviews Will Be In The Format Of Semi Structured Interviews Working Under The Supervision Of The Wb The Selected Firm Will Be Expected To Successfully Implement All Aspects Of The Survey The Responsibilities Of The Survey Firm Will Include Recruiting And Training The Enumerators These Enumerators Will Pilot The Instruments Carry Out The Fieldwork And Support Data Cleaning And Archiving The Survey Firm Will Manage These Tasks Which Will Have Agreed Quality Standards Associated With Them Interested Firms Should Provide Information Demonstrating That They Have The Required Qualifications And Relevant Experience To Perform The Services The Shortlisting Criteria Are I Expertise In Field Work Required For Large Scale Field Surveys And Experience With Data Quality Assurance Mechanisms Ii Experience In Implementing School Surveys Including Teacher Student Assessments On The Scale Of This Project Iii Experience In Conducting Qualitative Surveys Semi Structured Interviews Iv Skills In Project Management V Capacity In Database Design Data Management And Statistics And Vi Experience With Large Scale Electronic Data Collection Using Computer Assisted Personal Interviewing Techniques
