Build A Better World For Everyone And We Never Give Up For Every Child The Opportunity To Develop Their Full Potential Across The Pacific There Are Gaping Problems In The Provision Of Essential Services To Young Children And Their Families Legislation And Policy On Ecd Has Improved In Recent Years But There Is Little Evidence That These Have Translated To Equitable Service Delivery As They Are Usually Limited In Scope Or Mandate And Are Not Properly Resourced For Implementation Delivery Of Services Is Fragmented Among Public Agencies Scattered Across Education Health Finance Child And Social Protection And With Poor Coordination Between Central Local Government And Community Partners These Services Do Not Converge On The Same Child Hence Diffusing The Impact Of Interventions On Young Children And Their Families The Fragmentation Produces Sporadic And Episodic Activities Results In Inefficiencies And Wastes Precious Public Resources Recently Picts Have Been Making Notable Developments In Ecd In September 2017 Pacific Island Governments Gathered At The Pacific Ecd Conference With Around 150 Delegates Mostly Ministers And Senior Level Government Officials From Across The Sectors Of Education Finance Health Child And Social Protection A First Gathering Of Its Kind In The Region Representatives From Academia And Development Organizations Also Participated The Conference Brought Together 15 Picts Cook Islands Federated States Of Micronesia Fiji Kiribati Nauru Niue Palau Papua New Guinea Republic Of Marshall Islands Samoa Solomon Islands Tonga Tokelau Tuvalu And Vanuatu Unicef Organized The Conference In Partnership With The World Bank And The Pacific Regional Council For Early Childhood Care And Education Prc4ecce The Momentous Gathering Paved The Way For Significant Cross Sectoral Discussions On Holistic And Comprehensive Programmes And Services For Young Children There Was An Incredible Amount Of Knowledge Exchange Leading Experts On Ecd Presented Compelling Evidence On The Impact Of Ecd Investments Pacific Government Officials Shared Lessons Learned In Implementing Ecd In Their Countries And Participants Engaged In Many Small Group Discussions Formal And Informal Throughout The Conference Altogether This Resulted In A Heightened And Renewed Enthusiasm For Ecd The Conference Also Produced The Pasifika Call To Action On Ecd Which Was Fully Endorsed By All Countries This Call To Action Is A Critical Regional Document That Guides Post Conference Actions On Ecd With Nine Main Action Points For Pacific Island Governments To Strengthen Ecd In Their Respective Countries See Annex For The Full Text Unicef Is Now Working To Translate The Momentum Gained From The Conference To Concrete And Significant Actions Through A Whole Of Government Approach Specifically Unicef Is Supporting Governments As They Embark On Country Level Adaptation And Implementation Of The Strategic Actions In The Pasifika Call To Action On Ecd Following The Conference The Prc4ecce Executive Board Announced Its Intention To Transition To The Pacific Regional Council For Early Childhood Development Prc4ecd The Strategic Decision To Broaden The Councils Mandate Was To Align With The Outcomes Of The Ecd Conference And For The Council To Provide More Comprehensive Support To Picts That Have Committed To Holistic Approaches To Ecd Prc4ecd Aims To Serve As A Representative Regional Body That Undertakes And Supports Comprehensive Ecd Activities In The Service Of Its 15 Member Governments And The Pacific Region Prc4ecd Was Mandated At The 2017 Pacific Ecd Conference To Also Undertake Monitoring Of Implementation Of The Pasifika Call To Action On Ecd Unicef Pacific Remains As The Prc4ecd Secretariat The Transition From Prc4ecce Into Prc4ecd With An Enhanced Mission And Broader Scope Will Require Changes In How The Regional Council Is Structured And How It Operates The Change Will Be Arrived At Through A Two Step Consultative Process At The First Step A Regional Consultation S Amongst Multi Sectoral Government Representatives On Ecd Will Be Conducted The Input From These Consultations Will Be Used To Refine The Terms Of Reference For Prc4ecd Including Its Proposed Structure Mandate And Accountability Membership And Functions Of Council Parties Working Mechanisms And Monitoring Functions Across Picts This Paper Will Then Be Distributed To All Picts For Their Feedback And Finalized For Endorsement Purpose Of Assignment1 To Develop The Terms Of Reference Of The Pacific Regional Council For Early Childhood Development Including Structure
