Project Detail The TA will contribute to strengthening of early warning systems (EWS) and increasing investments of ADB on EWS in support of its developing member countries (DMCs). The TAs expected outcome is a new facility on early warning system initiated. The new EWS facility will provide the necessary inputs (e.g., TA, seed funding, and others) to regional departments and resident missions in identifying, developing, and implementing EWS investments. The TAs expected outcome is a new facility on early warning system initiated. The new EWS facility will provide the necessary inputs (e.g., TA, seed funding, and others) to regional departments and resident missions in identifying, developing, and implementing EWS investments. Project Rationale and Linkage to Country/Regional Strategy Early warning systems are crucial for supporting disaster risk reduction and adaptation to the impacts of climate change. The Intergovernmental Panel on Climate Changes Sixth Assessment Report on Impacts, Adaptation, and Vulnerability recognized EWS and disaster risk management activities as key cross-cutting adaptation options that enhance the benefits of other adaptation measures when combined. The global improvement of EWS is one of the key targets of the Sendai Framework for Disaster Risk Reduction and a commitment under the Paris Agreement. It supports the advancement of the 2030 Agenda for Sustainable Development, whether it be through supporting agricultural productivity, water security, good health and wellbeing, poverty reduction, economic growth, or resilient transport and energy systems, cities, oceans, and land. ADBs Strategy 2030 and the 2021 Disaster and Emergency Assistance Policy both identify building capacity of DMCs for effective disaster preparedness by strengthening early warning systems and emergency response plans to avoid loss of life, protect livelihood and investments, improve disaster management, and increase resilience. The implementation of EWS, however, is significantly lagging across the world with several countries still not protected by multihazard early warning systems (MHEWS). Of 120 countries reporting via the Sendai Framework Monitor in 2020, 95 reported the existence of MHEWS. Coverage, however, is limited in developing countries on the frontlines of climate change, namely the worlds least developed countries and small island developing states, which account for 25% of deaths and missing persons despite representing only 11.6% of the total population of reporting countries. In Asia and the Pacific, 36 countries reported having MHEWS in 2020, with 30% having moderate to low coverage and effectiveness, 50% having moderate and substantial levels of coverage and effectiveness, and only 20% considered as fully effective. In 2022, the region was assessed as having countries with poor MHEWS.
