The Civil Aviation Development Investment Project II is aligned with the following impacts: an affordable and equitable balance achieved between transport services that serve Papua New Guineas (PNG) main economic sectors and those that provide reliable access to PNGs widely distributed rural population. The outcome of the project is aviation safety, efficiency, and network coverage improved. The project will upgrade five national airports for better safety and security, improve the power supply at Port Moresby International Airport, and enhance air navigation and weather services.
The project draws on the lessons of the CADIP MFF that was implemented in 3 tranches from 2009 to 2021 by having a focus on project readiness, capacity building, and further upgrade required for the priority airports.

Project Rationale and Linkage to Country/Regional Strategy
PNG has the largest economy among ADBs Pacific developing members countries. As the economic outlook improves, PNG faces the challenge of extending economic growth and income-generating opportunities, improving connectivity is critical in addressing socioeconomic inclusion. The country is predominantly rural, with only about one-fifth of the population living in urban areas. PNGs rugged geography and highly dispersed population mean that for many people air transport is the only means to get to the provincial or national capital. The road network is nascent, and domestic shipping limited in its access. Civil aviation is critical to provide access to services, transport of produce, and bringing a sense of nation to the diverse country.
PNGs unique geography of islands and mountainous terrain leaves many areas isolated with little access to the rest of the country. The national road network is not extensive and largely confined to parts of the northwest and southeast coasts which leaves most of the country without access.
The aviation industry plays a vital role in the changing economic and social development of the country._In many remote parts of PNG, air transport will continue to be the only possible means to link to the main urban centers.
