In this sense, the multinational with operations in Uruguay and Argentina indicates that CARU "failed to comply with the PBC and accompanied works records without the corresponding certificate, without translation into Spanish and/or that do not correspond to the period of dates legally imposed by the PBC”, in relation to the information presented by Consorcio Boskalis – International Dredging, a company that participated in the tender for the dredging maintenance works.
The PBC is the applicable rule in the bidding procedure and by which CARU must abide by in order to comply with the principles of legality and transparency.

As explained by Agustín Barletti, after CARU refused to grant access to the administrative proceedings and, in particular, to the bid evaluation opinion, Jan De Nul decided to challenge the procedure.
“This situation obstructs our right of access to justice and violates the guarantee of legality and transparency of the process, for which we reserve the right to go to the pertinent instances of questioning, in case the objections and observations that make up the law are not taken into account. the present challenge”, indicated the company in its writing.
