The Project Will Finance The Sub-Components: Treasury Single Account Implementation: Support The Establishment And Implementation Of A Unified Government Bank Account Structure Through A Treasury Single Account (Tsa) System, Through The Provision Of A Technical Assistance To Implement The Three-Year Roadmap Of The Tsa, The Consolidation Of Public Accounts In The Tsa, The Development Of The Necessary Legal And Institutional Framework, As Well As Capacity Building And Change Management To Support The Implementation Of The Asd; Acquisition And Implementation Of A Central Banking Treasury System: Support The Acquisition And Implementation Of A Central Banking Software (Cash Management System) That Will Act As A Centralized Transaction Processing System With A Concentration Treasury Level Authority To Process Cash Transactions And Operate The Tsa; Component 2 - Strengthen Human Resource Performance Management Systems And Practices The Overall Objective Of This Component Is To Improve Systems And Processes For Managing Human Resources, Payroll And Pensions. This Will Be Achieved Through Technical Assistance, Capacity Building And Change Management To Ensure The Robustness And Integrity Of Selected Hr Processes And Procedures And Then Integrating Them Into The Design Of The An Integrated Human Resource Management Information System (Hrms). The Project Will Finance The Sub-Components: Strengthening Of Hr And Pension Management Practices: The Streamlining And Improvement Of Hr Management Processes And Procedures In The Public Sector, Which Are Not Only A Prerequisite For The Establishment Of A Functioning Hrmis, But Also Needed To Improve Staffing Control, Staffing And Professionalization Of The Public Sector; Acquisition And Deployment Of A Human Resource Management Information System (Hrmis)- Acquisition, Customization And Implementation Of A Turnkey Solution Of Human Resources Management Information System (Hrmis) To The Ministry Of Public Administration (Map), Including Necessary Software And Hardware, Implementation Services, Training And Change Management Activities To Enable Better Hrm Oversight And Better Control Of Public Employment, Wages And Pensions; Human Resource Management In The Education Sector - Assisting The Education Sector, In Line With The Recently Approved Teacher Career Act, To Address Specific Hr Challenges Including Recruitment, Deployment And Teacher Training. In Doing So, This Sub-Component Supports The Roll-Out Of Hrmis And Other Hr Management Reforms In Education As A Priority Sector, Before Expanding To The Wider Public Sector. Component 3 - Build Capacity For Core Government Functions And Project Management. The Overall Objective Of This Component Is To Strengthen The Capacities Of Civil Servants In Certain Common Functions So That They Can Better Facilitate The Implementation Of Public Policies And The Delivery Of Services. To Achieve This Objective, Support Will Be Provided To Key Public Sector Training Institutions To Reduce Capacity Gaps And Skills Mismatches Between Line Ministries. In Addition, Assistance Will Be Provided To Support A Project Implementation Unit (Piu) For The Overall Management Of The Project. The Project Will Finance The Sub-Components: 3.1. Capacity Building For Core Government Functions: The Provision Of Targeted Support To Key Public Sector Training Institutions To Develop Education And Training Programs To Build Capacity For Core Government Operations, Including Financial/Accounting Management, Procurement, Social And Environmental Monitoring, And Customs Administration. 3.2. Creation Of A Project Implementation Unit: The Recruitment Of A Project Coordinator And Key Personnel Such As A Technical Manager
