General Procurement Notice Gulf Of Guinea Northern Regions Social Cohesion Projectgeneral Procurement Notice Gulf Of Guinea Northern Regions Social Cohesion Project The Project Is Structured In Five (5) Components Which Are Broken Down As Follows: Component 1 : Invest In Community Resilience And Inclusion This Component Will Finance Investments At The Local Level To Promote The Resilience And Inclusion Of Communities In Border Areas, Based On A Medium-Term Territorial Vision Shared Between The Countries. These Local Level Investments Will Be Identified And Implemented With Communities, Local Governments And Targeted Groups. Local Investments Will Follow An Integrated Planning And Implementation Approach Which Should Be Aligned With The Medium-Term Territorial Development Vision Of The Target Areas. By Adapting A Community-Driven Approach, Complemented By Key Data And Relevant Studies, Which Takes Into Account Cross-Border Opportunities And Challenges. Component 2 : Building Foundations And Capacities For Inclusive And Resilient Communities : This Component Will Finance Various Training And Capacity Building Activities That Can Lay The Groundwork And Strengthen The Capacities Of Local Stakeholders In The Gulf Of Guinea Countries Particularly In The Four Key Dimensions :(A) Identify And Implement Sub-Projects Under Component 1; (B) Create A Basis For The Local Economic Ecosystem With A Cross-Border Vision, Which Can Lead To Medium And Long-Term Territorial Development In The Targeted Northern Region; (C) Equip Targeted Youth From Border Communities With The Necessary Skills To Participate In Project Activities, And; (D) Promote A Better Understanding And Practice Of Social Inclusion And Cohesion. Beneficiaries Of This Component Will Be Communities, Local Governments, Community Facilitators, Local Technical Staff From Line Ministries And Partners, And Some Critical Stakeholders At The National Level. More Specifically, The Component Will Finance The Establishment Of A Regional Coordination Platform (Rcp) Under The Project, Structured Around Three Key Pillars: (I) Data Collection And Analysis, (Ii) Knowledge Production And ( (Iii) Strengthening Dialogue. Component 4: Project Management This Component Will Cover The Expenses Necessary For The Implementation Of The Project, Ie Costs Related To Personnel, Equipment, Vehicles, Fuel, Office Space, Communications. It Also Covers Operating Costs Associated With Effective Management And Monitoring Of Social And Environmental Safeguards, Overall Financial Management (Fm) And Procurement, Supervision, Management Information System ( Gis), The Conduct Of Audits, The Evaluation Of Project Activities As Well As Measures To Enhance Transparency And Accountability, Including The Potential Use Of Ict Platforms. It Also Funds The Operation Of A Regional Coordination Committee (Rcc), National Steering Committees, And National And Subnational Technical Committees. Component 5: Emergency Response Component (Cerc) This Zero-Budget Component Would Serve As An Emergency Funding Mechanism That Could Be Triggered In The Event Of A Natural Or Man-Made Disaster And/Or Health Crisis Such As Pandemics By The Official Declaration Of A National Emergency, Or Upon Request. Official Of One Of The Governments. In The Event Of A Disaster Or Crisis, Funds From The Unallocated Expenditure Category Or Other Project Components May Be Reallocated To Fund Emergency Response Expenditures To Meet Urgent Needs. The Operations Manual Will Describe In Detail The Modalities For Implementing The Immediate Response Mechanism. The Main Contracts To Be Signed On The Project Are Among Others: Consulting Services Selection Of A Consultant (Firm) For The Development Of The Database ( Development Of Concept Note And Tools, Supervision And Periodic Analysis Of Data And A Module On The Register Of Investments) And The Development Of The Information System And Management (Gis) Of The Project; Recruitment Of A Consultant (Firm) For Environmental And Social Safeguard Studies (Environmental And Social Impact Studies (Esia), Resettlement Action Plan (Rap) Etc. For The Implementation Of Community Sub-Projects; Recruitment Of A Consultant For The Development And Implementation Of The Documentary Research Strategy And The Production Of Policy Briefs And Other Outputs For The Regional Coordination And Dialogue Platform; Selection Of Consultants For Various Technical Audit Missions Of Project Activities: Among Others: (I) Audit Of The Quality Of Works Of Socio-Collective Sub-Projects Carried Out; (Ii) Audit Of Contracts With Community Participation; (Iii) Environmental And Social Audit Of Sub-Projects; Mid-Term And Final Evaluation Of The Project; Selection Of Firm For The External Audit Of The Project Accounts 2. Supplies And Services Other Than Consultants Acquisition Of Rolling Stock (Vehicles And Motorcycles); Acquisition Of Computer Equipment (Computers, Printers, Photocopiers, Scanners, And Accessories) And Communication Equipment Acquisition Of Digital Tools (Tablets, Servers, Smart Smartphones Etc.)
