Digital Acceleration Project Component 1: Digital Access And Inclusion Aiming At Increasing Digital Access And Inclusion Through Investment In Digital Access Enablers, Focusing On Under-Served Areas And Groups. This Component Includes Four Sub-Components: Sub-Component 1.1:Access To Affordable Smart Devices Which Will Finance The Capacity Building For Key Scheme Players To Support The Development And Operationalization Of The Affordable Device Access Scheme And Related Fund, Capitalization Of The Device Affordability Fund, Independent Verification Of Compliance Of The Financing Schemes And Communication And Outreach To Publicize The Device Affordability Scheme To Key Stakeholders And Targeted Beneficiaries. Sub-Component 1.2: Digital Literacy For All Which Will Finance The Development Of New National Digital Skills Architecture And Monitoring And Evaluation (M&E) Framework And The Development And Operationalization Of The New Dap2.0.Model. Sub-Component 1.3: Last Mile Connectivity Access Which Will Finance The Support For Network Planning And Deployment Of Enhanced Network Management Solutions, The Connectivity Capacity Purchase For Selected Public Institutions And Priority Locations And The Enabling Infrastructure And Equipment For Targeted Institutions. Sub-Component 1.4: Legal, Regulatory, And Institutional Capacity For Broadband Market Development Which Will Support The Modernization Of Policy, Legal, Regulatory, And Institutional Frameworks Governing The Telecoms Sector With Financing For Related Technical Assistance, Training, Systems, And Equipment Acquisition Needed To Support Regulatory Reform In Selected Areas. Component 2: Digital Public Service Delivery Aiming At Strengthening The Government S Ability To Securely Deliver More Digital Services, Allowing For Increased Resilience And Adaptability To Health, Climate, And Other Shocks. This Components Includes Four Sub-Components: Sub-Component 2.1: Digital Identification And Authentication Which Will Finance The Upstream Stakeholder Engagement And Advisory Services, The Digitization And Indexing Of Civil Registration Records, The Establishment Of A New Single Digital Id System (Sdid) And The Strengthening The Id Ecosystem. Sub-Component 2.2: Government Data Management, Sharing And Analytics Which Will Finance The Development Of National And Big Data Governance And Management Frameworks, The Operationalization Of The Government Data Hub, The Upgrading Of The Government Enterprise Service Bus (Gesb) And The Implementation Of Strategically Selected Big Data Use Cases. Sub-Component 2.3: E-Services In Key Sectors Which Will Finance The Support For Strategic Planning And Design Of E-Services, The Development Of Select E Services In Key Sectors, The Flagship Sectoral Digitization Initiative In Health Sector And Comprehensive Capacity Building And Change Management. Sub-Component 2.4: Cyber Security Resilience And Data Protection Which Will Finance The Strengthened Cyber Security Operational Capacity And Foundations For Data Protection Operationalization Component 3: Digital Innovation And Entrepreneurship Aiming At Strengthening The Local Digital Entrepreneurship Ecosystem And Talent Base. This Components Includes Two Sub-Components: Sub-Component 3.1: Regional Digital Entrepreneurship Hub Which Will Finance The Support For Enabling Strategies, Policies, And Institutions For Digital Innovation, Performance-Based Grants For Esos That Serve Digital Startups, Launch Of An International Accelerator Program That Serves Digital Startups And Early-Stage Finance Mobilization For Digital Innovation. Sub-Component 3.2: Next Generation Capabilities For The Digital Economy Which Will Finance Further Development Of The Rwanda Coding Academy (Rca), Performance-Based Grants80 For Technology Bootcamps And Phd Scholarships For Highly Specialized Digital Training. Component 4: Project Management. This Component Will Finance Project Management Costs Associated With Administering The Project, Including Core Project Management Functions. Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank S Procurement Regulations For Borrowers Under Investment Project Financing Dated November 2020 (Procurement Regulations) And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations
