Tenders are invited for Consultancy Services to Make the Department of Tax and Customs Dotc a Semi Autonomous Revenue Administration Sara OrganizationThe Program Implementation Unit PIU FISEG of the Ministry of Finance and Planning now invites eligibleconsulting firms Consultants to indicate their interest in providing the Services Interested Consultants shouldprovide information demonstrating that they have the following required qualifications and relevant experience toperform the Services A business portfolio including company history and an overview of similar organizations that that havebeen served in this capacity A list of resources including human resource and their qualification that will be used as part of this venture A two 2 page proposal of how to effect change in bureaucratic government organizations A minimum of 10 years of experience in organizational change management and facilitation Proven ability of facilitation and negotiation Excellent knowledge and skills of both English and Dutch in reading writing and speaking Consultants should also provide proof of their legal status as a firm registry at Chamber of Commerce Short lists shall comprise six firms with a wide geographic spread with no more than two firms from any onecountry Consultants will be selected in accordance with the procedures set out in the Inter American Development Bank Policies for the Selection and Contracting of Consultants financed by the Inter American Development BankGN 2350 15 and is open to all eligible bidders as defined in the policies Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance theirqualifications For the purpose of establishing the short list the nationality of a firm is that of the country in which itis legally incorporated or constituted and in the case of Joint Venture the nationality of the firm appointed torepresent it A Consultant will be selected in accordance with the Least Cost Selection LCS method set out in theConsultants Policies Further information including the full Terms of Reference can be obtained at the address below during officehours 0800 a m to 1500 p m Suriname Time SRT Expressions of interest must be delivered in a written form to the address below by e mail by December 10 2021 before 13 00 p m Suriname Time SRT
