Expression of Interest are invited for Listening to Kazakhstan Survey (L2Kaz) - Sixth Phase. Publication Date: 11/03/2025 12:00 AM EST EOI Deadline: 11/10/2025 11:59 PM EST The Poverty and Equity Global Practice of the World Bank is accepting proposals for the sixth phase of the Listening to Kazakhstan (L2Kaz) survey to assess the dynamics of household welfare in Kazakhstan. Kazakhstan has leapfrogged from lower-middle-income to upper-middle-income status in less than two decades. Since 2002, its GDP growth per capita has accelerated and contributed to a sharp decline in poverty headcount. In addition, the authorities have taken active measures to boost the welfare of their citizens. Examples of such policies include ongoing economic expansion, a minimum wage increase, improvement in social assistance, and most recently, emergency measures to counter the impacts of the COVID-19 pandemic. The effects of these measures vary by population groups as some policies reach people in need more effectively than others. The Listening to Kazakhstan (L2Kaz) initiative provides (i) a relevant tool to monitor the wellbeing of households over time with a focus on the distributional and social impacts of the governments reform agenda, and (ii) a platform for policy dialogue with the authorities and collaboration with development partners regarding policies and programs related to households welfare. The first phase of the L2Kaz started in December 2020 and was completed in November 2021. The second phase started in December 2021 and will be completed by the end of November 2022. Sixth phase of survey data collection for the L2Kaz project will begin in December 2025 with a quarterly phone-based interviews over the period of 5 quarters or 13 months. The selected organization must conduct (or have available a recent) comprehensive and nationally representative face-to-face baseline survey with 3000 or more households (before the start of the sixth phase in December 2025). The questionnaire will be administered by phone in a call center operated by the selected consulting organization.
