Prior Information Notice Without Call For Competition Data ServicesData As A Service Journey Time Data Daas Jtd Description The Sits Programme Is Tfls Response To Growing Pressures Upon The Capacity Of LondonS Road Network And The Need To Deliver The Healthy Streets Approach Through Encouragement Of Sustainable Active Safe And Efficient Travel Sits Will Allow Tfl To Prioritise People Who Are Walking Cycling And Using Buses And Will Also Provide The Capability For Tfl To Unlock Significant Additional Capacity On The Road Network As Part Of The Sits Programme Tfl Believes That There Is A Significant Opportunity To Improve Its Understanding Of Network Users Movements In A Cost Effective Way Through New Technology Analytics And Data This May Cover A Broad Set Of Approaches Such As Machine Learning Artificial Intelligence And Image Recognition Algorithms Where Possible Tfl Is Looking To Maximise Existing Assets And Solutions Which Capitalise On Previous Investments Or Data Services And Would Therefore Minimise The Capital Expenditure And Operational Costs For Maintenance Of Infrastructure Daas Jtd Is Part Of The Data Roadmap Project Within The Sits Programme Through Daas Jtd Tfl Is Seeking To Procure Real Time And Enhanced Historical Feeds Of Multi Modal Vehicle Journey Time Data That Can Be Mapped To A Gis Definition Of The Road Network Provided By Tfl Based On Os Highways The Data Received From The Daas Jtd Service Will Provide Tfl With Journey Time Information For As Many Vehicular Modes As Possible To Be Determined By The Procurement Process The Primary Objective Of The Procurement Process Is To Acquire A Real Time Feed Of Journey Time Data Mapped To Os Highways For Each Link On The Network Of Interest Noi And Classified By Mode Of Transport General Traffic Lgv And Hgv At Minimum This Will Facilitate The Identification And Resolution Of Traffic Incidents Through Comparison Of The Most Current Readings Against A Historic Profile Which Will Be Continually Built Up From The Real Time Data Feed And Stored For Further Analysis Daas Jtd Should Significantly Improve The Timeliness And Accuracy Of The Data Available To Tfl With Information Such As Vehicle Speed Delay A Measure Of Congestion And Journey Time Reliability Being Derived From The Supplied Data Delay Or Congestion Is A Measure That Is Typically Used By Operational Managers To Determine The Significance Of An Event Or Incident On The Network And The Cost Of Congestion Is An Important Component Of The Inputs To Business Cases For Road Network Enhancements To Support The Identification Of Incidents And Further Analysis Data Will Need To Be Extremely Accurate And Include The Sample Rates Used To Generate The Journey Time Of Each Mode The Daas Jtd Contract Will Be Let For An Initial 27 Month Period This Will Include A Circa 90 Day Implementation Period From Contract Signature To Achievement Of A Go Live Milestone During Which The Service Provider Will Work With Tfl To Ensure That The Data Feeds Can Be Ingested By Tfl And The Minimum Data And System Requirements Are Met At The End Of This Period There Will Be A Seamless Progression To The Full Supply Of The Data Services For An Initial 2 Year Period There Will Also Be Extension Options For Up To An Additional 2 Years Tfl Estimates That The Initial Value Of The Contract Will Be In The Range Of 400 000 Gbp 600 000 Gbp But Could Potentially Rise To Circa 1 000 000 Gbp With Extensions Provision Will Also Be Made In The Contract For Service Improvements During Its Life Such As Enhanced Modal Splits Tfl Intends To Publish The Ojeu Contract Notice On Or Before 6 9 2019 And Following Publication Of The Notice Tfl Will Hold A Bidder Event On 13 9 2019 To Discuss Its Requirement And Key Areas Of The Invitation To Tender Itt Pack It Is Currently Anticipated That Itt Submissions Will Be Required By 11 10 2019 Further Details With Regards To Registration For The Bidder Event Are Provided In Section Ii 2 14 Below
