General Procurement Notice For Housing Finance ProjectThe Rwanda Housing Finance Project Rhfp And It Intends To Apply Part Of The Proceeds To Payments For Goods Works Non Consulting Services And Consulting Services To Be Procured Under This Project The Project Will Include The Following Components Component 1 Provision Of Long Term Finance To Expand Housing Finance Us 147 Million Equivalent The Component Includes A Loc To Support The Provision Of Housing Loans By Rwandan Financial Institutions The Loc Will Be Implemented By The Brd As The Main Implementing Agency Which Will Administer This Component On Behalf Of The Government A Large Share Of The Proceeds Of This Component Is Expected To Be Used Primarily In The Form Of Long Term Loans To Financial Institutions To Support The Issuance Of Housing Loans To Targeted Beneficiaries Financing Will Be Provided To Financial Institutions Which Meet Strict Eligibility Criteria And Provide Adequate Collateral Eligibility Criteria For Financial Institutions Are Expected To Include Compliance With National Prudential Requirements Minimum Capital Adequacy Ratio Maximum Non Performing Loan Npl Ratio Adequate Appraisal Standards Capacity To Meet Project Implementation Requirements And Ability To Provide Adequate Security Mortgages Against Housing Loans Component 2 Technical Assistance And Implementation Support Us 3 Million Equivalent The Objective Of This Component Is To Strengthen The Enabling Environment For Affordable Housing And Financing Through Technical Assistance Ta And Capacity Building The Component Will Focus On Analytical Work And Capacity Building To Support For Housing Demand Side Capacity Building And Supply Side Reform Agenda In Close Coordination With Relevant Government Departments And Agencies In View Of Fostering The Enabling Environment To Support The Supply Of Affordable Housing Key Activities Envisaged Under This Component Include Review Of The Existing Incentive Framework Land Infrastructure Tax And Other Financial Incentives Including A Rapid Assessment Of The Affordable Housing Pilots Rental Market Study Establishing Of A Ppp Framework For Housing Development Capacity Building For Financial Institutions And Intermediaries To Enable Them To Access Long Term Finance For Housing Under The Project And Review And Update Of Legal And Regulatory Frameworks Condominium Law And Bnr Regulatory And Supervisory Framework For A Future Rmrc And Review Of The Regulatory Framework For Mortgage Lending And Any Other Study Or Capacity Building That May Be Required During The Course Of The Project The Component Also Envisages Financing A Feasibility Study And Business Plan For A Future Rmrc For The Gor As Potential Investor Alongside Other Private And Institutional Investors
